Job description

Job position: Test Lead
Location: Atlanta, GA (Hybrid)

Under limited supervision, manages projects through the full life cycle from project definition and approval through implementation and evaluation of all project deliverables. Provides guidance to the project team. May also serve in a lead role.
The Georgia Department of Community Health (DCH) is in the process of transforming existing legacy Medicaid Enterprise Systems (MES) into modern, loosely coupled, seamlessly integrated, modular systems where the exchange of data and processes is seamless and automatic. This procurement and implementation represent one of the largest and most significant projects at DCH and will impact millions of Georgians with the goal of improving health outcomes and wellness and improving system performance and efficiency.
DCH is seeking a highly skilled and experienced Test Lead to coordinate and lead the testing efforts for the Medicaid Enterprise System Transformation initiative. The successful candidate will be responsible for developing and executing comprehensive test plans, ensuring the quality and functionality of the application, and managing a team of testers.
Duties & Responsibilities:
โ€ขCollaborate with stakeholders to define testing objectives, success criteria, and acceptance criteria.
โ€ขCollaborate / Facilitate with subject matter experts to author test strategies and use cases to exercise the Medicaid enterprise.
โ€ขCoordinate the execution of multiple test phases including functional user experience, regression, integrations (API and Flat File), reports, and performance testing
โ€ขIdentify, log, and manage defects through the testing lifecycle, ensuring timely resolution.
โ€ขDevelop, document and orchestrate detailed test plans, test strategies, and test cases to validate the functionality and performance of the application.
โ€ขCoordinate with project managers, module vendors, business analysts, and development teams to understand project requirements and timelines.
โ€ขLead a team of testers, providing guidance on testing methodologies, best practices, and use of testing tools.
โ€ขSolicit, assess, and recommend test automation tool(s)
โ€ขCoordinate the utilization of automated testing tools and scripts to enhance testing efficiency and coverage.
โ€ขPartner with Medicaid Enterprise module vendors and team leads to author cross-module test cases.
โ€ขCoordinate the execution of cross-module test cases.
โ€ขConduct risk assessments and provide recommendations to mitigate testing-related risks.
โ€ขDevelop and maintain test documentation, including test plans, test cases, and test scripts.
โ€ขMonitor and report on testing progress, including test execution metrics and defect status.
โ€ขReport test progress, defects and risk to DCH executive leadership team and project sponsors
โ€ขImplement continuous improvement initiatives to enhance the effectiveness of the testing process.
โ€ขPartner with organizational design term to design and resource the Medicaid Enterprise testing center of excellence
Qualifications/ Preferred Qualifications:
