Job description

Job Title: Technology Management Location: Washington, DC (Remote) Type: Contract To Hire Compensation: $94.87/HR on W2 Clearance: Public Trust Responsibilities

  • Own the target-state design of the client's DevSecOps platform spanning Azure/AKS, AWS, mainframe z/OS/Endevor, and enterprise middleware such as WebLogic/WebSphere, Oracle, PeopleSoft, SAP, MuleSoft, Appian, Salesforce, Power Platform.
  • Translate enterprise architecture directives and governance requirements into actionable platform blueprints to enable secure and efficient development teams.
  • Design and maintain platform architecture including self-managed environments for GitHub Enterprise Server, GitHub Cloud/Actions, GHAS, JFrog Artifactory/Xray, SonarQube, and Subject7 on Azure/AKS.
  • Establish immutable infrastructure and GitOps patterns with Terraform and Bicep for Azure and AWS provisioning.
  • Develop CI/CD pipeline architectures integrating security gates such as SAST/SCA, IaC scanning, DAST, and security quality gates.
  • Design security architectures aligned with FISMA Moderate, NIST 800-53/800-207, OMB M-22-09, and CISA ZTMM 2.0 standards, including policy-as-code enforcement and secret management.
  • Lead architecture reviews, produce decision briefs, and mentor senior engineers on secure and scalable architecture patterns.
  • Design integration patterns connecting cloud pipelines with mainframe deployment workflows and API/event-driven integration for MuleSoft, Appian, Salesforce, and Power Platform.
  • Support observability solutions to ensure >99.5% availability, including capacity planning, resilience, and high-availability architecture.
  • Participate in on-call or operational support activities as needed, including surge activities during critical incidents or major releases.
Requirements
  • Bachelor's degree in Computer Science, Computer Engineering, Information Systems, Electrical Engineering, or a related technical discipline.
  • Minimum 12 years of progressive IT experience with at least 5 years in senior solutions or enterprise architecture roles.
  • Hands-on experience with self-managed GitHub Enterprise Server and GitHub Cloud/Actions at enterprise scale.
  • Proven expertise designing and operating JFrog Artifactory/Xray, SonarQube, and GHAS/CodeQL in regulated environments.
  • Strong background in authoring Terraform modules and Kubernetes/AKS configurations for federal or financial-sector compliance environments.
  • Experience leading architectures through formal governance in FISMA Moderate or higher settings.
  • Experience integrating hybrid cloud and mainframe CI/CD pipelines.
  • Technical skills including GitHub enterprise solutions, Azure, AWS, Terraform, Bicep, Policy-as-code, NIST standards, CyberArk, Splunk, Dynatrace, Azure Monitor.
  • Active certifications such as AZ-305, AWS Solutions Architect - Professional, CISSP, CKA/CKAD, HashiCorp Terraform Associate preferred.
  • Experience in enterprise-scale hybrid environments, CI/CD spanning mainframe and cloud-native workloads, and FISMA compliance automation is highly desirable.
