Job Summary:

The Senior Research Analyst serves as the analytic lead and data governance authority for the Rural Health Transformation Program (RHTP) within the Arizona Office of Economic Opportunity's Integrated Data System (IDS). This position will oversee other analysts to conduct longitudinal workforce analyses linking education, licensure, and wage data to evaluate rural healthcare training pathways, employment outcomes, retention, and wage progression. Reports to the Longitudinal Data System Director. The position is grant-funded and employment is contingent upon the availability of funding.
Arizona's Rural Health Transformation Program is supported by the Centers for Medicare & Medicaid Services (CMS) of the U.S. Department of Health and Human Services (HHS) as a part of a financial assistance award totaling $166,988,955.92 with 100 percent funded by CMS/HHS. The contents are those of the author(s) and do not necessarily represent the official views of, nor endorsement, by CMS/HHS, or the U.S. Government.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Lead longitudinal analyses of education-to-employment pathways using linked education, licensure, and unemployment insurance wage records. Apply statistical and geospatial analyses to measure outcomes including training completion, credential attainment, rural employment placement, workforce distribution, retention, and wage progression to communicate workforce disparities and regional supply gaps.
Coordinate with agency legal counsel and IDS governance bodies to ensure compliance with state statutes, federal regulations (e.g., HIPAA, FERPA where applicable), and privacy standards.
Partner with the IDS Director and Principal Data Engineer to expand integrated datasets within the IDS, including geographic indicators, rural designations, and regional workforce markers.
Design and oversee production of dashboards and analytic products focused on rural health workforce supply, training pathways, and regional disparities.
Support legislative reporting, federal grant performance reporting, and public-facing communication.
Oversee validation of integrated datasets prior to analytic use.
Lead disclosure avoidance reviews prior to publication or data release.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Analytic thinking, including ability to apply standard research methodologies, applied statistics, and use of data manipulation techniques
Google Cloud Platform and products
Workforce programs
Minimum of three years experience performing analytic work.
Skill in:
Excellent data analysis and visualization skills
Strong problem solving skills. Excellent written and oral communication.
Ability to:
Collaborate with others, present complex analytic concepts and findings to diverse stakeholders
Can expertly use data analysis and management software such as Python, R, or SAS
Write articles and make presentations
Work under pressure and meet deadlines

Selective Preference(s):

Master's degree in a quantitative discipline
Extensive experience with stakeholder engagement
Strong research and analysis skills
