Job description

Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the legal, regulatory, procurement and institutional work package.
WBS responsibilities
โ€ขMap aviation-authority mandates, airport/operator rights, land, airspace, safety/security and tariff approvals.
โ€ขAssess procurement law, competition, concession/PPP structure, unsolicited-proposal risks and dispute pathways.
โ€ขEvaluate sponsor authority, governance, staffing, revenue control, interagency interfaces and implementation capacity.
โ€ขSequence legal approvals and institutional actions against engineering, financing and procurement schedules.
โ€ขConvert gaps into responsibility matrices, conditions, TOR tasks and transaction-readiness actions.
Required evidence
โ€ข10+ years of aviation or infrastructure legal, regulatory, procurement, concession or institutional analysis.
โ€ขDemonstrated government-facing approval, procurement, PPP or institutional-capacity work.
โ€ขEvidence of legal/regulatory assessments, procurement strategies, transaction documents, TORs or implementation plans.
โ€ขAbility to write source-supported, country-specific findings and clearly identify legal limitations.
Preferred evidence
โ€ขSouth or Southeast Asia aviation law, land/airport governance, DFI projects or international procurement experience.
Engagement
Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
