This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. This Supervisory Clinical Laboratory Scientist (Laboratory Manager) serves the Pathology and Laboratory Medicine Service (P&LMS) and is responsible for the overall supervision of the Community-Based Outpatient Clinic (CBOC) Laboratory, located in Joplin, Missouri.
Duties of the Supervisory Clinical Laboratory Scientist (Laboratory Manager) include, but are not limited to:
  • Assures that all specimens are processed, tested and results verified and released in a timely and efficient manner with a minimum amount of errors. Incumbent is responsible for the testing in Chemistry, Hematology, Coagulation, Serology, and Urinalysis that occurs at the clinic
  • Reviews results for correctness, as required by the accreditation body, and directs involved technicians/technologists in the correction of errors and notifies attending physicians as appropriate
  • Provides technical guidance to technicians/technologists when quality control or instrument problems occur
  • Designs and prepares appropriate instrument maintenance logs, reviews logs monthly, and assures that proper routine maintenance is being done by technicians/technologists. All appropriate logs will be available for review by Pathologist and/or P&LMS Laboratory Manager during clinic visits
  • Evaluates and implements the use of new methodologies and instrumentation as appropriate for the clinic laboratory
  • Responsibility for the day-to-day supervision of the clinic laboratory, prepares work schedules, and assigns duties to subordinates to assure efficient and timely performance of all tests and procedures
  • Assures that all employees under his/her supervision are aware of and abide by appropriate laboratory safety regulations, policies, and guidelines
  • Responsible for the quality control program for the laboratory, assures that appropriate records are maintained, and investigates complaints from the hospital staff concerning questionable results
  • Assures that all standards of the accreditation body are met and/or practiced at all times in the clinic laboratory, and that the laboratory will achieve and maintain accreditation by the P&LMS accreditation body
  • Serves as mentor and trainer for new staff members and students from affiliated training programs when required
  • Serves as the subject matter expert for P&LMS on all questions concerning laboratory medicine while assigned to the clinic
  • Performs other related duties as related to the position and assigned by the Laboratory Director or P&LMS Laboratory Manager

Work Schedule: Monday-Friday, 7:00am-3:30pm (Subject to change based on the needs of the service)

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66

Qualifications
Basic Requirements:
1. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
2. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
3. Education:A bachelor's degree or higher from an accredited college or university.
4. Certification:Candidates must meet one of the certification options below:
  • Generalist certification as an MLS given by ASCP BOC or AMT
  • Generalist certification as an MT given by ASCP BOR or AMT
  • Categorical certification or Specialist certification by ASCP or AMT

NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determination: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.
Supervisory Clinical Laboratory Scientist (Laboratory Manager), GS-13:
Experience: 1 year of creditable experience equivalent to the next lower grade level is required for all GS-13 assignments
Knowledge, Skills, and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs:
  • Knowledge of regulatory, licensing, accrediting agency requirements and statutes governing clinical laboratory operations used in planning, implementing, and monitoring laboratory programs and services
  • Skill in problem solving and applying analytical and evaluative methods and techniques to measure and improve program effectiveness and/or organizational productivity
  • Skill to develop new or modified work methods, organizational structures, records and files, management processes, and staffing patterns
  • Skill in administrative management such as budgeting, contracting, procurement, and property management in accordance with VHA regulations
  • Ability to balance administrative and clinical functions to coordinate and manage programs and resources
  • Ability to plan and execute short-range and long-range programs and/or goals through project management and tactical/strategic planning
  • Ability to effectively communicate, orally and in writing, technical information with a wide variety of individuals including senior managers in a medical center or health care setting or higher-level managers in regional or national offices (for example, VISN-level staff and VHA Central Office staff)

Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, puling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment.
Work Environment: The work involves regular and recurring exposure to potentially irritating and volatile organic solutions and infections materials. Adherence to safety and universal precautions and use of protective gear such as laboratory coats, fume hoods, safety goggles and gloves are required to reduce occupational risk factors. Work is performed in a laboratory setting; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
