Overview

CIS Secure is a trusted provider of secure communications and mission services to priority programs within the defense and intelligence communities. Our cleared personnel are experts in operationalizing and deploying new and emerging secure mobile technologies.

The Mobile Federal Account Manager is the subject matter expert and primary sales owner for altOS, CIS Secure's flagship secure mobile solution, and our secure mobile as a service platform. This is a mobile-first role: the individual will be the face of altOS to Federal customers, translating the security of its Android-based platform and hardened mobile devices into a compelling value proposition for national security missions, while building long-term relationships with Federal agencies, contractors, and system integrators to drive altOS revenue growth.

Success in this role requires strong relationship-building and presentation skills, including the ability to engage C-level executives and equivalent IC/DoD stakeholders (SES, DISES, SNIS). A working fluency in mobile phones, the Android operating system, and secure mobile device management is essential to speaking credibly with technical evaluators, alongside a proactive, resilient approach to thriving in a fast-paced, small business environment.

ResponsibilitiesSecure Mobile Solution (altOS) Sales & Market Development
  • altOS Sales Leadership: Own the sales strategy and execution for altOS, CIS Secure's secure mobile communications platform, driving new business and expanding adoption across Federal agencies, the IC, and DoD.
  • Develop and execute a strategic business plan for altOS and CIS Secure's secure mobile portfolio, capturing new opportunities and increasing market share among high-value Federal customers.
  • Serve as the go-to expert on secure mobile phones, Android-based device security, and secure communications architectures when engaging technical evaluators, program offices, and mission stakeholders.
  • Build and deepen relationships with key customers, resellers, mobile carriers, and C-level/senior stakeholders across the secure mobility ecosystem, driving enterprise-wide adoption of altOS within the assigned territory.
  • Partner with the internal capture team, solution technology owners, engineering, and marketing to identify top Federal secure mobility programs and key agency stakeholders, and to execute long-term capture and "win" strategies for altOS.
  • Identify and participate in key mobile security and Federal industry events, conferences, and forums to promote altOS, build brand awareness and credibility, gather market intelligence, and cultivate business alliances.
  • Research, prospect, and engage existing and new accounts to grow revenue and expand the territory pipeline for secure mobile phones and communications solutions.
  • Analyze and disseminate market intelligence, including mobile security trends, Android ecosystem developments, and competitive activity, to inform altOS product strategy and sales readiness.
  • Partner with Product Management and Engineering to ensure the altOS roadmap aligns with customer mission requirements, Android platform updates, and compliance requirements.
Strategic Marketing & Go-To-Market Development
  • Lead the development and execution of the annual territory strategic plan for altOS and CIS Secure's secure communications product categories, solutions, and services in coordination with product management and marketing teams.
  • Work with marketing to craft targeted messaging, campaigns, and promotional programs around secure mobile phones and Android-based secure communications that generate awareness, actionable leads, and a robust sales pipeline.
  • Develop effective sales tools, presentations, and collateral highlighting altOS security features and mobile use cases for use by account executives and channel partners.
  • Deliver regular market research, pricing analysis, and competitive positioning updates on the secure mobile communications landscape to senior management.
  • Coordinate customer meetings and user feedback sessions to capture insights directly from mobile end-users and decision-makers.
Administration & Reporting
  • Maintain accurate customer, opportunity, and pipeline data within Salesforce CRM. Data will be key when working with internal resources such as capture and product management teams.
  • Prepare and deliver regular business reports, including quarterly business reviews, forecast updates, and other required analyses.
  • Manage administrative tasks efficiently and in a timely manner to ensure business continuity and leadership visibility.
OPERATING HOURS AND EXPECTATIONS:
  • This position anticipates mostly standard hours, with some variability based on business travel, customer availability, and trade show involvement. This may include occasional weekend work.
  • This position follows a hybrid schedule, with regular on-site work at the Ashburn headquarters and remote flexibility as agreed with management, in addition to off-site time for customer meetings and industry events.
TRAVEL:
  • Up to 50%, including occasional weekends for customer visits or industry events.
QualificationsCLEARANCE:
  • This position does not require an active security clearance at the time of application.
    • Must have the ability to obtain and maintain a government security clearance.
EDUCATION:
  • Bachelor's degree in a related field.
    • Additional years of experience may be substituted for the formal degree requirement.
  • Master's degree preferred.
CERTIFICATION(S):
  • None required; relevant mobile security or Android certifications are a plus.
REQUIRED SKILLS AND EXPERIENCE:
  • 6+ years of Federal IT sales or business development experience, including Federal contracting and capture strategy.
  • Direct experience selling secure mobile phones, secure mobile communications, or Android-based mobile solutions strongly preferred.
  • Working knowledge of the Android operating system and mobile device fundamentals sufficient to credibly discuss platform security, device management, and configuration with technical stakeholders.
  • Proven record of developing and managing long-term relationships and achieving year-over-year business growth in secure mobility products and services.
  • Experience in secure mobility, secure communications, C5ISR services, or IT hardware/software solutions preferred.
  • Familiarity with Federal procurement vehicles, FAR/DFARS compliance, contract lifecycle management, and strategic capture for products and services.
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
  • Experience with CRM software, including customer contact, sales pipeline, and opportunity data management. Salesforce experience preferred.
PREFERRED SKILLS AND EXPERIENCE:
  • 10+ years working within the Federal marketplace.
  • Familiarity with mobile device management (MDM/EMM), Android Enterprise, Samsung Knox, or similar secure mobile device management ecosystems.
  • Awareness of secure mobile communications standards and evaluation frameworks such as NIAP Common Criteria, the Commercial Solutions for Classified (CSfC) program, and DISA Mobile STIGs.
  • Experience engaging mobile carriers, OEMs, or mobile ecosystem partners in support of Federal secure communications programs.
  • Self-motivated, resilient, can-do attitude with the ability to overcome obstacles and find resolution in challenging conditions.
  • Excellent judgment and ability to work in a matrix management environment.
  • Strong written, verbal, and interpersonal communication skills, with the persuasion, presentation, and team-building ability needed to engage internal and external stakeholders effectively.
