This position is established to perform developmental assignments similar to duties contained in the full performance position, Inventory Management Specialist [Property Manager (NX)], GS-2010-09. It is established with known promotion potential to the targeted full performance level of GS-09.
Some duties include, but are not limited to:Lifecycle Management- Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. Some specific duties performed in this capacity are:
- Conducts short, mid and long-term advanced planning for new and replacement NX assets utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Advanced planning requires significant interaction and coordination with service lines, biomedical engineering, and other stakeholders to balance competing priorities including clinical requirements, technological enhancements, and budget constraints. Computes requirements for equipment inventory items. Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions.
- Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects.
- Supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercises Ordering Officer Authority in determining best value and contract sourcing.
Inventory Management and Control- Manages and controls NX assets for a VA HCS and supported catchment area. Provides guidance on NX asset management and to all services and service lines. Acts as a central point of contact for the coordination of material support and the resolution of Logistics problems across organizational lines. Acts as the focal point for all new equipment procedures. Makes decisions and commitments on equipment that materially affect the health care mission of Veterans. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Utilizes performance measures to conduct forecasting and quantitative analysis. Some specific duties performed in this capacity are:
- Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Researches causes and location of items not found during inventories; analyzes specific situations and determines specific facts comprising the equipment loss. Under the guidance of a supervisory or higher graded specialist, investigates to gather pertinent information and to render a decision that satisfactorily resolves the problem. Maintains Equipment Inventory List (EIL) accounts. Assists delegated Custodial Officials on equipment acquisition, disposal, scanning and tracking of equipment for EIL Custodial Official inventories, providing oversight and project management. Schedules and conducts physical inventories (with a bar code scanner or other appropriate means) of all NX equipment. Inventory and control maybe required to conduct reviews in locations throughout the catchment area. Conducts spot checks of items as required. Complies with special requirements for firearms, ammunition and sensitive equipment.
- Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions.
- Initiates Reports of Survey (ROS) for lost, damaged or stolen property.
Promotion Potential: The selectee may be promoted to the full performance level of this position without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07. For a GS-07 position, you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment;
ANDSpecialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization;
ORGraduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions at GS-07 through GS-9. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Qualifying coursework includes: Supply Chain Management, Information and Logistics Management and/or Administration, Business Management, or comparable major of study. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended;
ORCombining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-07 and GS-09. Inventory Management Specialist, GS-301-09 (Full Performance Level):A. One (1) year of specialized experience at the GS-07 level or equivalent for this position. Qualifying specialized experience includes: the incumbent serves as the Inventory Management Specialist responsible for the management and control of assigned class of expendable material for a Veterans Affairs Healthcare System and supported catchment area. Recognized as an authority on expendable commodity management and serves as a subject matter expert to all services and service lines. Inventories managed include a wide variety of expendable items and durable medical equipment (DME) which may or may not be available through the Medical/Surgical Prime Vendor (MSPV) program or other negotiated or Federal Supply Schedule contracts. Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines. At this full performance grade level, the incumbent will perform the major duties as assigned independently;
ORA master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;
OREquivalent combinations of specialized experience and education described above that meets 100% of the requirements for this position. Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Inventory Management Specialist, GS-2010-07 (Developmental Level):
One (1) year of specialized experience at the GS-05 level or equivalent for this position. Qualifying specialized experience includes: This position is established to perform developmental assignments similar to the duties contained in the full performance position, Inventory Management Specialist, GS-2010-09. This position is a training career ladder to the full performance level performed under close supervision and guidance;
ORI have a one (1) full year of graduate level education;
ORI possess a bachelor's degree with Superior Academic Achievement (S.A.A.), which recognizes students who have achieved superior academic standing as evidenced by one of the three methods described below. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership: (1) Class standing Applicants must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-point average (G.P.A.)
