The State Highway Administration's (SHA) Office of Finance (OOF) is recruiting for an Assistant Section Chief (Accountant Lead Specialized)position in Baltimore CityThis position is open to anyone who meets the minimum qualificationslisted belowThe resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
Nature of Work: This position serves as an Assistant Section Chief (ASC) in the Capital Accounting Division within SHA's Office of Finance (OOF). This position serves as an assistant supervisor for personnel and business activities in OOF's Program Coordination Section (PCS). In conjunction with the PCS, the ASC supports the fiscal oversight of SHA's $1 Billion Capital Construction Program. These tasks include management of all SHA Project Numbers and related data elements, management of the SHA Capital Forecast System, management of the Electronic Form 42 Form 30 System(eF42F30), and publication of SHA's Monthly Financial Advertisement Schedule.
The Assistant Section Chief will also support the financial budgeting and accounting administration of the SHA project database; and the preparation of monthly financial reports and other reporting as required.

Qualifications
Minimum Qualifications:
Education: A bachelor's degree in accounting from an accredited college or university, including or supplemented by three (3) credit hours in auditing.
Experience: Four (4) years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles to include two (2) years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
Preferred Qualifications:
The ideal candidate should possess the following:
  • Proficient in Microsoft Excel
  • Knowledge of third-party billing.
  • Understanding of accounts receivable aging.
  • Knowledge of consumable inventory and fixed asset inventory.

Notes:
1. Candidates may substitute a bachelor's degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required general accounting experience.
5. Candidates may substitute U.S. Armed Forces military service experience in the Accounting Officer classification or financial management specialty codes in the accounting field of work on a year-for-year basis for the required experience.
