Job description

One Federal Solution is seeking an experienced International IT Procurement Expert to support a large international development program. This individual will provide subject matter expertise for complex information technology procurements supporting donor-funded infrastructure and development initiatives. The selected candidate will assist with procurement planning, technical reviews, solicitation development, market research, and contract implementation for large-scale IT projects while ensuring compliance with internationally recognized procurement standards.

International IT Procurement Expert Tasks and Duties
  • Provide technical expertise supporting complex international information technology procurements.
  • Develop and review procurement strategies for large-scale IT acquisitions.
  • Prepare and review solicitation documents, technical specifications, statements of work, evaluation criteria, and procurement documentation.
  • Support procurement planning activities throughout the acquisition lifecycle.
  • Review technical proposals and provide procurement guidance during evaluation activities.
  • Advise project teams on procurement policies, procedures, and best practices for international donor-funded projects.
  • Support the development and improvement of procurement templates, guidance documents, and standard solicitation packages.
  • Conduct market research and analyze industry trends to support procurement strategies.
  • Provide recommendations regarding commercial technologies, systems integration, and implementation approaches.
  • Support contract administration activities throughout project execution.
  • Participate in technical meetings, workshops, and stakeholder engagements.
  • Prepare reports, presentations, and technical documentation.
  • Coordinate with multidisciplinary teams supporting infrastructure, information technology, engineering, and international development projects.
  • Assist with procurement process improvements and continuous quality initiatives.
  • Perform additional procurement support duties as assigned.
International IT Procurement Expert Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, Procurement, Engineering, Project Management, International Development, or a related field.
  • Minimum of 10 years of progressive experience supporting international procurement activities related to information technology projects.
  • Demonstrated experience supporting international donor-funded programs.
  • Experience developing procurement documentation for complex IT systems, software, hardware, telecommunications, cloud solutions, or systems integration efforts.
  • Experience preparing or reviewing technical specifications, evaluation criteria, and solicitation documents.
  • Knowledge of internationally recognized procurement practices and donor-funded procurement procedures.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently while managing multiple priorities.
  • Proficiency with Microsoft Office Suite.
  • Experience supporting organizations such as international development banks, bilateral development agencies, or other donor-funded programs is highly preferred.
  • French language proficiency is highly preferred.
  • Ability to travel domestically and internationally as required.
Work Location
  • Primarily remote.
  • Periodic work may be performed at a client site in the Washington, DC metropolitan area.
  • International travel may be required.
Travel Requirements
  • Up to four (4) one-week trips annually to the Washington, DC area.
  • Up to two (2) one-week international trips annually.
Compensation

Compensation is competitive and will be based on the candidate's qualifications, experience, and overall fit for the position.
