About the role
Concept Plus is seeking a Business Intelligence (BI) Analyst to support CI/CD DevSecOps delivery for Federal IT systems. This role is responsible for integrating data across multiple teams and systems to provide clear, accurate, and actionable insights that support transparent and continuous delivery across development, security, and operations.
This position requires knowledge of Federal IT processes and technology stack, including DevSecOps CI/CD pipelines, and Oracle/Java-based systems operating across classified and unclassified cloud environments.
The BI Analyst works across multiple Scrum teams and a Kanban-based Operations & Maintenance (O&M) workstream to ensure data is consolidated, validated, and translated into meaningful dashboards and reporting. This role enables visibility into delivery performance, system health, and operational trends, ensuring alignment with program priorities and mission objectives.
What you'll do
  • Design, develop, and maintain dashboards, reports, and data visualizations to support program visibility and decision-making.
  • Analyze data across systems to identify trends, risks, and performance insights.
  • Collaborate with development, DevSecOps, QA, and operations teams to ensure data accuracy, consistency, and availability.
  • Integrate data from multiple sources (e.g., systems, pipelines, tools such as Jira) to provide end-to-end visibility.
  • Support development of KPIs and performance metrics related to delivery, system health, and operational outcomes.
  • Ensure data is structured and presented in a way that supports self-service reporting and stakeholder access.
  • Validate and reconcile data to ensure accuracy, completeness, and reliability.
  • Support data governance practices, including data definitions, lineage, and documentation.
  • Assist in identifying opportunities to automate reporting and improve data workflows.

Required Qualifications
  • US Citizen
  • Must be able to obtain a Tier-3 Secret Clearance
  • Bachelor's degree in Business, IT, Engineering, or related field (or equivalent experience)
  • 5-7 years of experience in business intelligence, data analysis, or reporting within a technical or enterprise environment
  • Proficiency with data visualization and reporting tools (e.g., Power BI, Tableau, or similar)
  • Experience working with structured data sources (e.g., SQL, relational databases)
  • Strong analytical and problem-solving skills
  • Ability to translate data into clear, actionable insights for both technical and non-technical stakeholders
  • Experience working in an Agile environment

Preferred Qualifications
  • Experience working with Agile development teams of 20+ FTEs and be familiar with Agile methodologies.
  • Experience supporting federal IT systems
  • Familiarity with DevSecOps environments and CI/CD pipelines
  • Experience integrating data from tools such as Jira or similar platforms
  • Knowledge of Oracle or enterprise data platforms
  • Understanding of data governance and data quality practices
