Position Overview

The Construction Inspector will support a federal non-personal services contract providing Construction Management (CM) and Quality Assurance (QA) services for DHS/ICE projects. This role involves oversight of construction activities, ensuring compliance with plans, specifications, safety standards, and quality control processes across a variety of government projects.

Key ResponsibilitiesConstruction Inspection and Oversight
  • Interpret construction plans, specifications, and contract documents
  • Inspect materials and workmanship to ensure compliance with project requirements
  • Monitor contractor and subcontractor activities, including equipment operators and mechanics
  • Ensure adherence to safety regulations and environmental compliance standards
  • Quality Assurance (QA) and Control

  • Monitor and enforce the 3phase control process (Preparatory, Initial, and FollowUp phases)
  • Attend preparatory and initialphase meetings and conduct followup inspections
  • Verify contractor documentation, including: oMeeting minutes
  • Daily Construction Quality Control (CQC) reports
  • Ensure the contractor effectively implements and maintains the CQC program
  • Project Coordination and Documentation
  • Perform design and submittal reviews
  • Track deficiencies and ensure resolution
  • Log, review, and distribute submittals and Requests for Information (RFIs)
  • Prepare QA reports and maintain project documentation files
  • Support development of Scopes of Work (SOW)
  • Assist with construction cost estimating
  • Testing and Compliance Monitoring
  • Monitor and document: oMaterial testing compliance
  • System testing and commissioning
  • Ensure completion of asbuilt drawings and project closeout documentation
  • Meetings and Reporting
  • Attend weekly and monthly QA meetings
  • Participate in contractor meetings regarding scheduling, claims, and project issues
  • Provide recommendations, analyses, and reports to ICE OAFM personnel
  • Work Environment and Expectations
  • Must be willing to travel and perform extended site visits (2+ weeks)
  • Projects may require assignments in multiple states or territories
  • Ability to work independently with minimal supervision
  • Capable of meeting tight deadlines under expedited project schedules
  • Remote work may be required depending on assignment
  • Project Types

  • Detention housing and dormitory facilities
  • Training facilities
  • Specialized projects such as: oBody Worn Camera (BWC) warehouse renovations

  • Projects may involve multiple disciplines, including:
  • Security systems
  • Communications
  • Electrical power upgrades
  • Fire detection and protection systems

  • Provide guidance and support to government field offices
  • Identify and report design or constructability issues
  • Deliver professional recommendations that may influence government decisionmaking
  • Maintain accountability for highquality, timely deliverables
  • Minimum Requirements

    10–15 years of relevant construction inspection experience

    U.S. Citizenship (required)

    OSHA certification (required)

    Ability to pass a DHS/ICE security background check

    Strong proficiency in reading, writing, and speaking English (Spanish is a plus)
