Job Overview: The Health Program Manager leads IRC Utah's comprehensive health and wellness portfolio, including Health Access, Mental Health, Health Promotion, Community Health Work, and Intensive Case Management. This role ensures culturally responsive, linguistically accessible, trauma informed, and strengths based services that address Social Determinants of Health and promote client-centered support for refugees, Asylees, and other ORR eligible populations.
The Program Manager oversees all health and wellness programming, supervises both the health team and the ICM team, manages grants and contracts, leads community engagement strategies, and strengthens partnerships that improve access to health care, safety, and long-term stability for New American communities. The position reports to the Executive Director.


Major Responsibilities:
Responsibilities include, but are not limited to:

  • Effectively manage the development, implementation, compliance, and completion of all service grants and contracts.

  • Oversee program budgets and manage expenses to ensure costs are maintained within allocated budgets.

  • Accountable for ensuring accurate and timely reporting of services and programmatic data to donors and all relevant parties.

  • Responsible for the development of grant proposals and reports related to all areas of contracts and grants within the department.

  • Satisfy recordkeeping and reporting requirements.

  • Use personal, insured vehicle and/or public transportation (where available) to travel and transport clients and materials as needed throughout the service delivery area.

  • May train and lead the activities of volunteers and interns (including potentially MSW students if applicable).

  • Other duties as assigned.


Leadership and Supervision of Team:

  • Lead a team in accordance with IRC's People Manager Standards. Train and provide leadership to staff in all aspects of programs responsibilities.

  • Develop, implement, and ensure compliance of internal program policies and procedures.

  • Serve as point person and team representative for collaboration and correspondence with stakeholders including partner agencies and service providers.

  • Represent the team within the IRC network in conferences, working groups and other contexts.

  • Facilitate interdepartmental communication and information sharing for monthly newsletters, program reports, etc.

Job Requirements:
Education: Bachelor's degree in social work, public health or related field of study required. Graduate Degree encouraged.
Work Experience:

  • Relevant professional experience in the field of human services required; minimum of 5+ years of supervisory experience strongly preferred.

Working Environment:

  • Occasional domestic (non-local) travel required; up to 10%.

  • May require occasional weekend and/or evening work.
