Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation, Congressional Affairs Group.
As a Health Insurance Specialist, GS-0107-12, you will perform reviewing, analyzing, and evaluating proposed legislation, regulations and other administrative actions for CMS programs.

  • Conducts legislative, economic, and policy analyses related issues for the assigned program area(s).
  • Anticipates and addresses congressional inquiries on complex policies and issues and appropriately handles sensitive information.
  • Develops a thorough understanding of problems and elevate them to the attention of management when appropriate.
  • Monitors all congressional legislative activity for assigned areas of responsibility.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Reviewing and analyzing legislation and policies regarding Medicare, Medicaid, Children's Health Insurance Program (CHIP) or private health insurance programs;2) Producing written documents for management, including briefing documents, reports, issue papers, responses to the Government Accountability Office/Office of the Inspector General or decision memoranda regarding the Medicare, Medicaid, CHIP or private health insurance programs; AND3) Briefing leadership for congressional meetings regarding Medicare, Medicaid, CHIP or private health insurance programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
