Job Description

Position Purpose:

The Contract Transformation Director (CTD) is responsible for developing and implementing strategic initiatives in order to deliver a more standardized and sustainable approach to contract compliance across the Municipal Water Business. The position requires demonstrated, exceptional thought leadership and team leadership abilities in order to effectively oversee and implement contract compliance review, contract evolution, mobilization, remobilization, and demobilization efforts. This role is also responsible for the governance, methodology, practices, and operations of mobilization project management office (PMO) activities. The PMO will routinely oversee multiple mobilization, remobilization, and demobilization projects at the same time and ensure deliverables are met in terms of contractual compliance and quality of product.

Primary Duties/Responsibilities:

Contract Transformation

  • Set up methodology and tools to track implementation of contract transformation initiatives.
  • Develop and define the contract transformation initiatives - specifically what leadership do they need, what team and level of time/ dedication is needed, what objectives, approaches to interdependencies and risks are necessary, and what approaches to implementation are required.
  • Develop staffing organization charts for both mobilization efforts but also ongoing operations, integrate staffing agencies services into team creation, optimize labor and surge labor.
  • Understand union employment rules and collective bargaining terms and conditions.
  • Collaboratively develop and implement the digital tools for identifying and tracking contract deliverable management.
  • Lead reviews of the prioritized contracts in order to identify key contract deliverables, establish a baseline of compliance, and integrate the digital tracking tools for long term transparency.
  • Leverage organizational change management disciplines & methodologies to develop and deliver best management practices for contract transformation.
  • Lead and motivate the Contract Transformation team while cultivating individual talents and representing the team on an executive committee.
  • Employ ingenuity and initiative required to coordinate problem resolution, resolve conflicting priorities and to meet assignment deadlines within a team environment.
  • Manage projects to an on-schedule completion and within budget.
  • Utilize effective communication, presentation and interpersonal skills in order to interface with and motivate all levels of personnel.
  • Required to prepare accurate, effective, complete and easily understood written communications, instructional presentations, and reports.
  • Work with Executive level stakeholders to drive results that meet or exceed VNA strategic objectives and timelines.
  • Integrate best contract compliance practices into modified business development offerings.

Project Management Office

  • Establish the Mobilization & Transformation Office.
  • Responsible for the overall structure, overall objectives, progress against plans, interdependencies, risks and mitigation, of mobilizations, with outputs from the contract transformation initiative.
  • Define and maintain mobilization, remobilization, and demobilization process standards by providing a framework to establish standard performance measures based on organizational goals and objectives.
  • Define and maintain staffing plan for project start-ups, re-compete implementations, and project close-outs.

Qualifications

Education/Experience/Background:

  • 15+ year’s progressive experience within operations and maintenance or engineering industries.
  • Extensive experience in partnering with operations as well as leading and managing departments and staff planning.
  • Multiple years experience from management consulting, project management or an internal improvement role.
  • Demonstrated commitment to compliance with applicable laws and regulations, the Company’s Code of Business Conduct and other Company policies and procedures.
  • It is highly desirable to have municipal water and/or wastewater treatment experience with thorough knowledge of the methods, techniques, principles, and practices of water and wastewater treatment, water distribution, water reuse and wastewater collection.

Knowledge/Skills/Abilities:

  • Excellent verbal, written, and interpersonal communication skills, including facilitation, with the ability to work with staff at all levels of the organization.
  • Proven record of exceptional judgment, attention to detail, organizational skills, and written communications skills.
  • Proven record of setting and executing a strategic vision for a technical team.
  • Must be an effective and proven leader able to form and motivate effective work teams, and able to win trust of senior client management as well as facility operational teams.
  • Interpersonal skills (e.g. tact/diplomacy, persuasion, cooperation, ability to motivate others).
  • Performance and continuous improvement mindset with proven track record of setting and achieving ambitious targets.
  • Effective problem-solving leader; ability to identify or develop structures or frameworks to solve complex business problems or technical challenges.
  • Strong time and project management skills with demonstrated ability to manage teams against ambitious deliverables and timelines.
  • Self-motivated to high performance and ability to work autonomously.
  • Ability to actively participate in public forums to represent Veolia and enhance community education.
  • Ability to successfully prioritize, and manage large, complex projects, deadlines, and tasks with little supervision in both team and independent environment.
  • Highly structured and organized; Synthesizes and integrates large amounts of data into concise, compelling deliverables.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Travel up to 50% of the time.
