All currently employed full-time permanent and indefinite personnel of the CTARNG.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTARNG.
Area 3: Individuals eligible for membership in the CTARNG. Membership must be satisfied within four (4) months of selection.

JOB SUMMARY: The primary purpose of the position is to serve as the full-time professional legal adviser and support to the Adjutant General, the Commander of federally recognized Army and Air National Guards, and state/territory unique public defense or safety structures or wing commander . In this primary purpose, this position also serves as the full-time professional legal advisor and support to Sexual Assault Response Coordinator and State Equal Employment Opportunity advisors, and subordinate commanders to support the state prevention efforts relating to sexual assault, sexual harassment, and domestic abuse . This position also serves as a professional legal adviser to the United States Property and Fiscal Officer (USPFO),
state/territory National Guard senior leadership, state/territory National Guard directorates, and subordinate National Guard commanded units or state/territory level divisions.
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. Applicants who are not currently a member of the Connecticut Army National Guard must be eligible for immediate membership and employment in the Connecticut Army National Guard. The major duties include, but are not limited to:
  • Acts as a legal adviser and attorney for the state/territory National Guard, responsible for the formulation of state/territory legal policy and its execution legal representation; legal initiatives; interpretation and litigation of U.S. and state/territory(s) constitutional, civil, criminal, labor law; international law and treaty agreements; and a full spectrum of expert legal advice.
  • Responsible to advise on the legal, factual, and other impacting aspects of drafting, interpretation and application of legislation, regulation, tasking orders, decision, opinions or other guiding, or lack thereof, instruments associated with emerging or highly conflicted, sensitive, and emotionally charged issues relating to sexual crimes, harassment, domestic violence/abuse, and to the prevention and response of sexual crimes, harassment, and domestic violence/abuse.
  • Serves as the state/territory National Guard litigation point of contact.
  • Serves as an attorney/adviser providing acquisition and fiscal legal advice to the state/territory's assigned United States Property & Fiscal Officer, particularly in the area of emerging requirements in victim support and legal resourcing (the Chief of the National Guard Bureau's agent in the state/territory) and active-duty military advisers.
  • Acts as the Adjutant General's representative in third-party proceedings under Federal labor-management and equal employment opportunity statutes and regulatory provisions.

Qualifications
GENERAL EXPERIENCE: A law degree (LLB or J.D) from a law school accredited by the American Bar Association. -AND- Bar Membership: Be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico Bar.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following:
  • Experience, education or training in the preparation of cases for trial and/or tries cases before a court or an administrative body of persons having quasi-judicial power, the rendering of legal advise and services with respect to questions, regulations, practices or other matters falling within the purview of a Federal Government, the preparation of interpretive and administrative orders, rules, or regulations to give effect to provisions of governing statutes or other law requirements.
  • Experience demonstrating skill in analyzing, discussing and providing oral and written counsel on complex legal arguments in a representative capacity in a manner that aids the recipient in understanding the issues, options, and recommended courses of action.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of and ability to analyze and evaluate complex legal problems.
  • Knowledge of a wide range to Federal and State contracting statuses; Domestic Operations Law; and general law, including but not limited to matters involving contract bid, award, environmental, Freedom of Information AVT (FOIA) and Privacy Act; Executive Orders and Agency Directives.
  • Ability to provide advice on operational law and mobilization matters to include pre-deployment and post-deployment.
  • Knowledge of wills, power of attorneys, living wills, and similar personal documents.
  • Ability to apply high levels of sound, independent judgment in the solution of legal problems.
  • Ability to make oral and written legal presentations in a clear and concise manner.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

UNIT OF ASSIGNMENT: Any unit within state
SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
STATEMENT OF DIFFERENCE: Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the GS-13 grade. An individual selected for this position at the lower grade will progressively be advanced to GS-13 upon achievement of required qualifications without further competition.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

Primary Change of Station (PCS) relocation expenses will NOT be paid.

MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies:
Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
