We are seeking a Senior GIS Specialist to support the U.S. Department of the Interior (DOI), Bureau of Reclamation (BOR) by providing advanced Geographic Information Systems (GIS) technical services. This position will support the development, maintenance, and enhancement of enterprise GIS capabilities through geospatial analysis, database management, application development, automation, and technical documentation.

This is a proposal position contingent upon contract award.

So, what will the Senior GIS Specialist at Terrestris do?

The Senior GIS Specialist will support Bureau of Reclamation programs by creating and maintaining high-quality geospatial products, GIS databases, analytical tools, and mapping solutions. This role requires strong technical expertise with ESRI technologies, GIS programming, spatial analysis, and enterprise geodata management.

What does a typical day look like for the Senior GIS Specialist?

You will:

  • Perform GIS systems analysis, concept development, design, implementation, and documentation in support of enterprise GIS initiatives.
  • Develop, configure, and maintain GIS applications, databases, automation tools, processing models, and analytical workflows.
  • Design and manage geodatabases, data structures, metadata, and spatial data management processes.
  • Develop GIS automation solutions using Python, Arcade, ModelBuilder, and related geospatial programming tools.
  • Perform advanced spatial analysis, geoprocessing, and visualization to support mission requirements.
  • Create and maintain cartographic products, maps, and geospatial deliverables.
  • Support GIS application configuration, user/project setup, and ongoing system enhancements.
  • Perform digitizing, data conversion, quality control, and spatial data validation activities.
  • Support enterprise GIS modernization efforts, including field data workflows and improved geospatial data accessibility.
  • Prepare technical documentation, standard operating procedures, user guides, and project documentation.
  • Collaborate with GIS users, technical teams, and stakeholders to identify requirements and implement effective GIS solutions.

What qualifications do you look for?

You might be the professional we're looking for if you have:

  • Bachelor's degree in Geography, Natural Resources Management, Earth Sciences, Engineering, Computer Science, or a related discipline; equivalent professional experience may be considered.
  • Minimum of 35 years of GIS production experience utilizing ESRI software.
  • Minimum of 3 years of experience developing GIS solutions using one or more of the following:
    • Python
  • Arcade
  • ModelBuilder
  • Experience with ESRI ArcGIS platforms, including:
    • ArcGIS Pro
  • Enterprise geodatabases
  • Cartographic production
  • 3D analysis and visualization
  • Enterprise GIS data management
  • Field workflow modernization
  • Experience supporting GIS database development, maintenance, and spatial analysis activities.
  • Strong technical documentation and communication skills.

We are extra impressed by folks with:

  • Recent ESRI training or certifications in relevant GIS technologies.
  • Experience supporting federal, state, or natural resources programs.
  • Experience with enterprise GIS architecture and large-scale geospatial datasets.
  • Experience implementing GIS automation and workflow improvements.
  • Experience supporting field data collection solutions and mobile GIS applications.

Work Location

Remote work is available; however, remote employees must:

  • Reside within 50 miles of a Department of the Interior/Bureau of Reclamation Federal building located in one of the 17 designated Western U.S. states.
  • Be available to report onsite when requested for meetings, technical support, training, or other Government requirements.
  • Understand that remote work privileges are subject to Government approval and may be revoked at the Government's discretion.

Dedicated office space is available in Sacramento, California.
