Job description
Hennepin County District Court is seeking qualified candidates to fill the position of Court Business Process Specialist in our Business Practice Unit.
This is an advanced professional role involves providing training, business support, and project management for process re-engineering efforts and technology rollouts; documenting and assessing court operations; recommending improvements to workflows and technology use; and working with Business Practices and IT staff to troubleshoot operational issues and align local practices with statewide standards and system requirements.
This position supports judicial officers and staff, with primary focus on training criminal judicial law clerks on courtroom tools, technology, and operational processes. Responsibilities also include analyzing operational impacts on judicial staff, acting as a liaison between judicial staff, court administration, and justice partners, and leading monthly judicial staff meetings.
This position will be based on the 5th floor of the Hennepin County Government Center at 300 South Sixth Street, Minneapolis, MN 55487. This hybrid position requires regular in-person presence at the Hennepin County Government Center, including designated on-site days to provide training and support to judicial staff. Occasional remote work may be available subject to business needs. Core hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, though hours may vary based on assignment and operational needs.
Example of Duties
- Provides specialized training and operational support to judicial officers and judicial staff, with a primary focus on criminal judicial law clerks, including training on courtroom tools, technology, business processes, and new system implementations.
- Regularly coordinates local rollouts of statewide technology implementations for districts and provides local project management of district-specific system implementations and small and large-scale process re-engineering efforts.
- Documents unit workflow and operational processes through observing and interviewing employees and/or leading group sessions with managers and system users to obtain information regarding the work of individuals and of the unit.
- Applies knowledge of court business needs and skills gained in formal training program(s) in process improvement methodology to analyze units' current workflows and develop and present recommendations for changes in system use and operational processes to improve efficiency, effectiveness, and data quality.
- Designs materials and job aids, often in situations where systems and procedures are new or are still in development, business rules and guidelines are not fully established, and significant independent research, active collaboration with other staff and business partners, and application of advanced business and systems knowledge is required; may produce materials for statewide use or use by justice partners, attorney firms, or self-represented court customers.
- Delivers in-person, online, distance training and management presentations for a wide variety of technology and court business functions, including the newest and most complex court technology systems and business processes, across multiple areas of court business.
- Running system reports, reviews of system and business process issues and possible areas for performance and data quality improvement, makes results available and assists management in identifying trends and addressing problems; may be asked to run or arrange for additional ad-hoc reports as needed.
- Facilitate meetings and business practice analysis sessions, and trains other staff to serve as trainers.
- Participates in and provides support to initiative-based and ongoing statewide committees and teams.
- Assesses and troubleshoots system user business problems and escalates issues as appropriate.
- May act as a contact between information system users, managers and technical development staff during system design, development, and implementation of local proprietary systems; provides information and participates in determining and modifying operational procedures during the design, development and testing of systems.
Typical Qualifications
Minimum Qualifications
Any combination of training and work experience which indicates possession of the knowledge, abilities, and skills listed above will be considered. Examples of acceptable qualification for this position include but are not limited to:
- Possession of a bachelor's degree from an accredited college or university in
education, information technology, court administration, public or business
administration, behavioral science or a closely related area; and/or - At least four years of experience in a trial court, training, business analysis, technology support, or a closely related environment.
Preferred Qualifications
- Experience working with or directly supporting judicial chambers, including collaboration with judicial officers and judicial staff on courtroom operations, technology, and business processes.
- Experience developing and delivering training on systems, technology, business processes, and operational procedures, including the use of a variety of instructional methods and formats for users with varying levels of knowledge and experience.
- Knowledge of court policies and procedures, and business practices pertaining to the case management system and other court technology in multiple lines of court business.
- Experience reviewing and refining business practices and procedures, making recommendations and implementing changes that improve the efficiency of case processing.
- Knowledge and experience reviewing technical documents, with a proven ability to understand and translate business needs to technical system requirements.
- Knowledge of various technology and information systems used in the court
Knowledge, Abilities and Skills
- Knowledge of court procedures, business practices, case management systems, court technology, and the interaction between hardware, software, and business processes across multiple lines of court business.
- Knowledge of adult learning principles, training methodologies, curriculum development, and instructional techniques for delivering technical and business process training to individuals and groups with varying levels of experience.
- Ability to develop, deliver, and maintain effective training programs, materials, job aids, and documentation in a variety of formats, and to translate complex technical and business concepts into clear, user-friendly instruction.
- Ability to quickly learn new technologies, applications, and business processes and effectively support user adoption through training, coaching, and consultation.
- Ability to manage projects, technology implementations, and process improvement initiatives; analyze workflows; balance competing priorities; and meet established deadlines.
- Ability to communicate effectively, facilitate meetings, provide leadership and work direction, and build collaborative working relationships with judicial officers, judicial staff, court administrators, supervisors, court staff, and external partners.

The expected starting salary range is $34.40-$43.83 per hour ($71,827 - $91,587 annually). The offer will take into consideration other equivalent qualifications. The full classification earning potential is $34.40-$53.25 per hour ($71, 827-$111,186 annually) with the top end of the range being what someone could be making after years of service in the role of Business Process Specialist.
This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.
