SierTeK Ltd. is seeking a Web Developer to support an opportunity remotely, with preference to Dayton, OH
Position Overview Section
The Web Developer designs, develops, enhances, and maintains web-based applications supporting the Human Performance Web System (HPWS) at the U.S. Air Force School of Aerospace Medicine (USAFSAM). Working closely with the HPWS Program Office and government stakeholders, the developer builds secure, scalable applications using Adobe ColdFusion, Oracle and Microsoft SQL Server databases, JavaScript, HTML, CSS, and related technologies. This position participates in the full software development lifecycle, from requirements gathering through deployment, while ensuring compliance with Department of Defense (DoD), Air Force, HIPAA, and accessibility standards.
Essential Job Functions
Application Development
  • Design, develop, test, and maintain HPWS web applications using Adobe ColdFusion, Oracle PL/SQL, Microsoft SQL Server (T-SQL), HTML, CSS, JavaScript, and jQuery.
  • Develop new application modules and enhance existing functionality in accordance with HPWS coding standards and development methodologies.
  • Write clean, efficient, maintainable, and well-documented code.
  • Participate in a structured orientation period to demonstrate technical proficiency within the HPWS development environment.

Database Development
  • Design, build, maintain, and optimize Oracle and Microsoft SQL Server databases.
  • Create and maintain relational database objects including:
    • Tables
    • Views
    • Stored procedures
    • Functions
    • Triggers
    • Sequences
  • Develop complex SQL queries and database code to support application functionality.
  • Perform database maintenance and development through secure remote access (VPN) and on-site support as required.

Systems Analysis & Documentation
  • Collaborate with USAFSAM personnel and the HPWS Program Office to gather and document technical and functional requirements.
  • Perform system analysis and reverse engineering of existing applications.
  • Produce technical documentation including:
    • Functional requirements
    • System design documents
    • Entity Relationship Diagrams (ERDs)
    • Test plans
    • Deployment plans
    • User guides
    • Training materials
    • Change requests
  • Participate in code reviews and implement recommended improvements.

Software Lifecycle & Project Support
  • Participate in all phases of the Software Development Life Cycle (SDLC), including planning, design, development, testing, deployment, and maintenance.
  • Prepare deployment documentation and coordinate application releases with the HPWS Program Office.
  • Track project status and provide regular progress updates to government stakeholders.
  • Participate in project meetings and technical discussions conducted in person or virtually using Microsoft Teams.
  • Work independently or collaboratively within a software development team to meet project schedules and deliverables.

Security & Compliance
  • Develop applications that comply with:
    • DoD Risk Management Framework (RMF)
    • Department of Defense cybersecurity requirements
    • U.S. Air Force information assurance policies
    • HIPAA and Privacy Act requirements
  • Ensure web applications conform to Section 508 accessibility requirements and WCAG 2.0 standards.
  • Complete all required government training related to cybersecurity, HIPAA, operational security, records management, and information assurance.

User Support & Training
  • Develop training materials and application documentation for HPWS users.
  • Conduct user demonstrations and training sessions, both in person and virtually, when required.
  • Support end users by assisting with application enhancements and documenting requested changes.

Minimum Position Requirements
Applicants must meet one of the following education and experience combinations:
  • Bachelor's degree in Computer Science, Computer Information Systems, or related field with four (4) years of experience developing Adobe ColdFusion web applications and Oracle databases; or
  • Bachelor's degree in any discipline with six (6) years of relevant web development experience; or
  • Postsecondary education with eight (8) years of relevant web development experience.

Additionally, candidates must have:
  • Experience developing web applications using:
    • Adobe ColdFusion
    • HTML
    • CSS
    • JavaScript
    • jQuery
  • Experience working with Oracle PL/SQL and Microsoft SQL Server T-SQL.
  • Experience designing and maintaining Oracle and Microsoft SQL Server relational databases.
  • Experience creating and modifying database objects including tables, views, stored procedures, functions, triggers, and sequences.
  • Experience developing complex SQL queries.
  • Experience using JavaScript and jQuery, including AJAX transactions.
  • Experience performing systems analysis and reverse engineering of existing applications.
  • Experience participating in all phases of the Software Development Life Cycle (SDLC).
  • Excellent written and verbal communication skills.
