Scope of Work:

Capio Group is looking for an experienced Business Analyst Lead to provide services to implement a cloud-based Software-as-a-Service (SaaS) licensing and compliance platform that consolidates multiple legacy systems into a unified enterprise solution. Responsibilities include project planning and governance, requirements elicitation and user story development, solution design, systems integration, API and interface development, data conversion and migration, configuration management, testing support, sprint execution, training and knowledge transfer, production deployment, and post-implementation support. The project will be delivered using Agile Scrum methodologies through a phased implementation approach, requiring the successful configuration, development, testing, deployment, and maintenance of a secure, FedRAMP-compliant cloud solution that supports licensing, compliance, enforcement, case management, document management, reporting, payment processing, and integration with internal and external systems. The Contractor will also provide ongoing maintenance and operations, service desk support, system enhancements, regulatory updates, security compliance, performance monitoring, and operational support to ensure continued system availability, reliability, and alignment with evolving business and legislative requirements.
The Business Analyst Lead will support various objectives, which may include, but are not limited to, the following:

  • Lead business analysis activities supporting solution design, configuration, implementation, testing, and deployment.
  • Conduct stakeholder interviews, workshops, Joint Application Design (JAD) sessions, discovery meetings, and business process reviews.
  • Elicit, analyze, document, validate, and manage business, functional, technical, and non-functional requirements.
  • Develop business requirements documents, functional specifications, process flows, use cases, user stories, acceptance criteria, and traceability matrices.
  • Analyze current-state and future-state business processes and identify process improvement opportunities.
  • Facilitate requirements prioritization and stakeholder consensus activities.
  • Coordinate business analysis activities across multiple functional workstreams.
  • Review solution designs to ensure alignment with approved business requirements.
  • Collaborate with architects, developers, testers, and configuration teams to clarify requirements and resolve issues.
  • Maintain end-to-end requirements traceability throughout the project lifecycle.
  • Support data conversion, integration, reporting, compliance, licensing, enforcement, and operational business process analysis.
  • Participate in test planning, test case development, defect triage, user acceptance testing, and deployment readiness activities.
  • Develop training materials, user procedures, operational workflows, and knowledge transfer documentation.
  • Lead business process validation and solution acceptance activities.
  • Ensure consistency and quality of business analysis deliverables produced by project teams.

Mandatory Experience:

  1. Must possess a Bachelor degree in Business Administration, Information Technology, Project Management or Computer Science. If the degree is not in English, it must be accompanied by an evaluation performed by a member of the National Association of Credential Evaluation Services (NACES). A copy of the degree must be provided upon request. Degree is required and cannot be substituted with the experience.
  2. Within the last eight (8) years, must have four (4) years of experience Business Analyst on a large-scale complex IT project and experience must be in a regulatory, licensing, and compliance system.
  3. Within the last eight (8) years, must have two (2) years overseeing a team of business analysts and coordinating with cross-functional teams to ensure consistency and quality of analysis deliverables (e.g., business process models, user stories, use cases).
  4. Within the last eight (8) years, must have two (2) years leading business analysis efforts across the full project lifecycle and must have experience in all of the following, requirements analysis, user story development, documentation, validation, and traceability.
  5. Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role.

Desirable Experience:

  1. Within the last eight (8) years, one (1) to three (3) years of experience as the Lead Business Analyst implementing or maintaining a Cannabis Licensing and Compliance system.
