Job description

Job Title: Project Estimator, Engineering

Reports To: Vice President

Primary Location: Remote

Travel Potential: 10-25%

Job Summary:

As the Project Estimator, OSP Engineering, you will ultimately be responsible for managing the pre-sales pipeline, developing accurate engineering cost estimates, and supporting proposal development for fiber and telecommunication network engineering projects. You will coordinate with customers, engineering teams, subcontractors, suppliers, and internal stakeholders to deliver competitive proposals and support successful project execution. As the Project Estimator, OSP Engineering, your customers are internal project teams, utility providers, and telecom clients, and you will make meaningful contributions to the company's success through accurate forecasting, cost management, engineering estimating, and customer relationship development.

Key Responsibilities (Including, but not limited to):

  • Develop and manage project estimates for OSP engineering, design, and utility coordination projects involving fiber and telecommunication networks.
  • Review RFPs, engineering scopes of work, design criteria, customer standards, and project documentation to develop labor hours, material quantities, and pricing proposals.
  • Coordinate with engineering, permitting, GIS, field operations, subcontractors, suppliers, and internal teams to gather pricing, labor, and production assumptions.
  • Support proposal strategy by evaluating project risks, assumptions, customer requirements, and engineering delivery methodologies.
  • Conduct site visits, customer meetings, and pre-bid meetings as needed to support accurate engineering estimating and project planning.
  • Analyze project costs, historical production data, margins, and estimating metrics to improve forecasting accuracy and proposal competitiveness.
  • Maintain company estimating tools, cost databases, production rates, and historical engineering data.
  • Support continuous improvement of estimating standards, templates, and best practices across the engineering organization.
  • Additional responsibilities within functional scope based on business needs. 

Required Qualifications:

Education, Licensing, and Certifications

  • High school diploma or equivalent required
  • Associate's or Bachelor's degree in Engineering, Construction Management, GIS, or related field preferred
  • Valid Driver's License

Experience

  • Minimum 3–5 years of OSP engineering, fiber design, engineering estimating, or telecommunications project estimating experience.
  • Experience estimating FTTH, middle mile, long-haul, or utility fiber engineering projects preferred.
  • Experience with Rural Utility Service (RUS), Broadband Equity Access and Deployment (BEAD), or other utility-funded projects is a plus.
  • Experience with aerial and underground fiber network design preferred.
  • Understanding of project costs.

Skills and Abilities

  • Strong knowledge of OSP engineering, fiber network design, and telecommunications infrastructure.
  • Experience developing engineering labor estimates, production assumptions, and proposal pricing.
  • Experience with GIS platforms, AutoCAD, Vetro, Katapult, ESRI, or similar engineering tools preferred.
  • Advanced proficiency with Microsoft Excel and Microsoft Office.
  • Strong analytical, forecasting, and budgeting skills.
  • Excellent communication and interpersonal skills.
  • Ability to interpret customer standards, engineering drawings, RFPs, and technical documentation.
  • Strong organizational skills with the ability to manage multiple proposals simultaneously.

Preferred Qualifications

  • Experience supporting telecommunications engineering organizations.
  • Knowledge of utility permitting, make-ready engineering, and outside plant design standards.
  • Familiarity with NESC, customer engineering standards, and utility coordination processes.
  • Experience estimating projects for major telecommunications providers and utility clients.

Physical Requirements

  • Ability to work in office and field environments as required.
  • Ability to travel to customer meetings, project sites, and pre-bid meetings.
  • Ability to perform occasional field assessments and site walks.
  • Must be able to pass a pre-employment background check and drug screen.
