You will serve as a SUPERVISORY CIVIL ENGINEER in the PLANNING, DESIGN, AND CONSTRUCTION DIRECTORATE of NAVFAC SOUTHWEST.

  • You will prepare and/or direct the preparation of working drawings and specifications, and review of construction drawings and specifications.
  • You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments.
  • You will review designs, plans, specifications, and design analysis prepared by others.
  • You will resolve complaints from individual employees, resolve group grievances, investigate serious complaints and involve HRO as necessary to ensure timely and effective conflict resolution.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Registration as a Professional Engineer is required.

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical expertise, and regional interface for design, design review, construction, and rehabilitation of a diverse range of projects within the Civil Engineering Program; 2) Supervising a technical staff comprised of civilians, and mentoring employees in specific tasks, job techniques and processes; 3) Monitoring civil engineering and technical performance and provides input into training plans; 4) Coordinating the civil engineering design with other organizational elements and technical disciplines to ensure integration of architecture, structural, mechanical, electrical, and fire protection building systems; 5) Serving on an independent technical review teams, and quality assurance (QA) teams; 6) Providing technical direction consistent with Navy policy to Field Engineering Commands and Architect-Engineer firms (AE).
