THIS IS A T32 EXCEPTED SERVICE, INDEFINITE POSITION
Indefinite appointment cannot exceed 5 years.
Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.
The primary purpose of the SECURITY OFFICER, GS-0080-12, is to be the principal advisor to the Wing Commander as the Anti-Terrorism Officer (ATO) and reports to the Mission Support Group Commander as the Defense Force Commander (DFC) with responsibility over the SFS; develops, implements, and manages the wing law enforcement, physical security, wing security, and Anti-Terrorism and Force Protection (AT/FP) programs.
May make additional selections within 90 days of eligible(s) issuance.

CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Compatible Military Assignment and Grade are required. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position.

AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment.
AREA II= Current California National Guard members.
AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment).

Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval.
PCS
Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest.

• Must maintain appropriate level of security clearance.
• May be required to successfully complete a one or two year trial period.
• Must wear appropriate military uniform including required grooming standards.
• Must maintain a compatible military unit, grade and job assignment as required by current directives.
• Participation in direct deposit is mandatory.
• The position is designated for drug testing.
• Maintains weapons qualifications commensurate with a 31PX series Air Force Specialty Code.
• An appropriate valid driver's license is mandatory.
• The incumbent of this position description must have, at a minimum, a completed Top Secret clearance.

Qualifications
General Experience: Possess experience serves as the State's force protection security specialist for anti-terrorism and related physical and operational security programs' policies; Review, analyze, and assess law enforcement sensitive information, manages assigned program areas, directs studies and reviews, revises and implements force protection policies and projects.
SECURITY OFFICER, GS-0080-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level experience in the Security career field or intelligence career field to include technical training schools and drill-status working experience; Experience in developing, implementing, executing, and managing guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels of security controls; Experience in the Wing's Security Programs; Experienced in managing and supervising the administrative and technical aspects of the Security Forces Squadron; Experienced in managing resources, funding, and budget requirements that support Security Forces programs and services; Experiences involved balancing Information Protection program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issue; Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes.

Additional information
As a condition of employment, new appointees are required to serve a trial period. Individuals who are initially appointed to a permanent or indefinite position in the CMD must complete a one (1) or two (2) year trial period subject to appointment type (DSMT or T5) and veteran's preference. Trial periods for federal excepted service employees are established under 5 CFR Chapter I, Subchapter A-Part 11.
MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).
