Summary
You will serve as a SUPERVISORY TRAINING ADMINISTRATOR in the AFLOAT WORKFORCE (N12A2) of MILITARY SEALIFT COMMAND.

  • You will serve as the Afloat Workforce Development Manager, directing the MSC Workforce Development Division.
  • You will manage career progression frameworks, coordinate with internal/external maritime training facilities, and analyze training metrics to optimize program effectiveness and ensure a highly skilled, credentialed, and mission-ready workforce.
  • You will direct the design, development, modernization, and implementation of curriculum content.
  • You will evaluate the performance of government and contracted personnel.
  • You will serve as the Contracting Officer Representative (COR) for maritime training and EdTech contracts.

    remains at the forefront of workforce development.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience utilizing Learning Management Systems (LMS), Virtual/Augmented Reality (VR/AR), and maritime simulation systems.
  • Experience translating operational training requirements into technical specifications for Performance Work Statements (PWS) for both traditional instruction and digital deliverables.
  • Experience presenting and developing briefings and/or technical information papers to higher-level management, as it pertains to classroom and instructor evaluations.
  • Experience supervising contract instructors, performing evaluations on contract instructors, and ensuring adherence to instructional standards.
  • Experience analyzing policies and procedures to identify any problems or inefficiencies within the policies and/or procedures and implementing a solution.
