Job description

JRAD is seeking candidates for an upcoming Operations Analyst-Suitability (Senior) position supporting the U.S. Air Force Operational Test and Evaluation Center (AFOTEC), Detachment 6 (DET 6) – Fighter Test Services (FTS). This position is located at Nellis AFB, NV.

The Operations Analyst-Suitability (Senior) provides advanced analytical expertise in support of operational test and evaluation (OT&E) of fighter aircraft systems, with a primary focus on assessing system suitability under the Air Force Operational Test and Evaluation Center (AFOTEC) Detachment 6 Fighter Test Services contract.

Leads the evaluation of system suitability characteristics, including reliability, maintainability, availability, logistics supportability, and human systems integration, using data derived from live flight testing, distributed test environments, and modeling and simulation (M&S) systems. Develops and applies analytical methodologies to assess system performance in operational conditions and ensure systems meet mission requirements for sustained operational use.

Serves as a senior technical authority supporting all phases of the OT&E lifecycle and provides decision-quality insights to government leadership regarding system suitability and operational readiness.

Roles/Responsibilities:

  • Lead analysis of system suitability metrics, including reliability, maintainability, availability, logistics supportability, and human systems integration 
  • Develop and apply analytical methodologies, models, and metrics to evaluate suitability performance in operational environments 
  • Analyze data from flight test operations, maintenance records, logistics systems, and simulation outputs to assess system suitability 
  • Define and evaluate measures of suitability, including mission capable rates, mean time between failure (MTBF), mean time to repair (MTTR), and operational availability 
  • Conduct trade studies, trend analyses, and root cause analyses to identify drivers of system performance and limitations 
  • Integrate data across operational, maintenance, and logistics domains to provide comprehensive suitability assessments 
  • Support development of test plans, data collection strategies, and evaluation criteria focused on suitability objectives 
  • Provide near-real-time and post-test analysis of suitability performance during test events 
  • Develop data visualizations, dashboards, and analytical products to communicate findings to stakeholders 
  • Author and review technical reports, evaluation summaries, and executive-level briefings focused on suitability assessments 
  • Provide technical leadership and mentorship to junior and journeyman analysts 
  • Collaborate with engineers, operations research analysts, logisticians, maintainers, and program management personnel 
  • Advise government leadership on suitability findings, risks, and recommended actions 
  • Ensure compliance with applicable data management, security, and information assurance requirements

Required Skills and Education:

  • Bachelor’s degree in Operations Research, Engineering, Logistics, Statistics, Data Science, or a related analytical discipline
  • 10 or more years of relevant professional experience in operations analysis, systems analysis, logistics analysis, or related analytical fields
  • Experience supporting operational test and evaluation (OT&E) activities within AFOTEC or similar test organizations
  • Familiarity with fighter aircraft systems (e.g., F-35, F-16, F-15, F-22) and air combat operations 
  • Experience with maintenance data systems, logistics databases, or sustainment analytics 
  • Experience with modeling and simulation environments or reliability/maintainability analysis tools 
  • Experience with human systems integration (HSI) or operational usability assessments
  • Familiarity with the following tools and technologies: programming languages – Python, R; data analysis tools – SQL, Excel, statistical software; data visualization tools - Tableau, Power BI or equivalent; data processing and analytics platforms (e.g., Spark, Hadoop, or equivalent); and reliability and logistics analysis tools or databases 
  • Demonstrated experience analyzing system suitability characteristics, including reliability, maintainability, and availability 
  • Experience applying analytical methods to maintenance, logistics, or operational performance data 
  • Experience developing and evaluating suitability metrics and performance measures 
  • Experience supporting test and evaluation (T&E), systems analysis, or defense-related programs 
  • Experience leading analytical efforts and coordinating across multidisciplinary teams
