Job Summary:
As the Project Estimator, OSP, you will ultimately be responsible for managing the pre-sales pipeline, developing accurate project cost estimates, and supporting contract negotiations for fiber and telecommunication network builds. You will coordinate with customers, subcontractors, suppliers, and internal teams to deliver competitive bids and maintain project profitability. As the Project Estimator, OSP, your customers are internal project teams, utility providers, and telecom clients, and you will make meaningful contributions to the company’s success through accurate forecasting, cost management, and customer relationship development.

Key Responsibilities (Including, but not limited to):
• Develop and manage project estimates for OSP engineering, design, and construction projects involving fiber and telecommunication networks
• Review blueprints, RFPs, contracts, and project documents to generate material takeoffs and bid proposals
• Coordinate with subcontractors, suppliers, and internal teams to gather pricing, labor, and equipment cost information
• Conduct site visits, pre-bid meetings, and pre-construction meetings to support accurate project planning and execution
• Analyze project costs, margins, and productivity data to support forecasting and profitability
• Maintain company bid logs, cost databases, and historical project data for estimating accuracy
• Additional responsibilities within functional scope based on business needs

Required Qualifications:

Education, Licensing, and Certifications
• High school diploma or equivalent required
• Valid Driver’s License
• OSHA 10 Certification
• OSHA 30 Certification
• First Aid and CPR Certification

Experience
• Minimum 3–5 years of OSP, engineering, or construction project estimating experience
• Proven experience bidding Rural Utility Service (RUS) contracts
• Experience with underground and aerial fiber construction methods strongly preferred

Skills and Abilities
• Strong knowledge of fiber engineering and construction methods
• Experience with HCSS, B2W, or similar bidding software preferred
• Proficiency with Microsoft Excel, Word, and scheduling software
• Strong analytical, forecasting, and budgeting skills
• Excellent communication and interpersonal skills
• Ability to read and interpret blueprints, contracts, and technical documentation

Preferred Qualifications:
• Experience in telecommunications network design and construction
• Knowledge of utility permitting and compliance requirements

Physical Requirements:
• Ability to work in office and field environments as required
• Ability to travel to job sites and attend pre-bid meetings
• Ability to stand, walk, and conduct field site assessments for extended periods
• Must be able to pass a pre-employment background check and drug screen
