Summary
Division of Police ensures the safety and security of employees, visitors, patients, and contractors, as well as the protection of NIH's research and knowledge assets through administering, enforcing, and coordinating a comprehensive full-service security, police protection, and law enforcement program for the health care, research, administration, and support facilities and personnel at the NIH campus and off-campus facilities.

Duties

If selected for this position as a GS-0083-12, Supervisory Police Officer (Captain) your duties may include, but are not limited to the following:
  • Provides leadership, direction, and staff supervision to all the components of their functional unit and is the first line supervisor for all Lieutenants assigned to their functional areas.
  • Supervises law enforcement, security, and protection functions, in accordance with prescribed laws, regulations, policies, and procedures.
  • Supervises, manages, and controls subordinates in the maintenance of law and order, in the detection and prevention of crime.
  • Perform and directly supervise investigations using all the available resources.
  • Uses knowledge of police procedures, methods, and rules of evidence, to initiate, conduct, and supervise thorough investigations of criminal acts, interview victims, suspects, and witnesses.
  • Investigates, apprehends, arrests, and detains persons charged with violation of laws and statutes.
  • Prepares and supervises the implementation of investigation plans for cases involving the violation of law. Independently performs complete investigations of a variety of crimes, less serious offenses, and some administrative violations.
  • Aids the Branch Chief in preparing pertinent information for the Division's budget submission, especially as it pertains to guard force and the patrol functions.
  • May assume command of a Branch in the absence of a Branch Chief and provides field supervision to all Branch personnel to ascertain those policies, procedures, rules, and regulations are properly conducted.
  • Responds to the scene of major events, and when appropriate, assume command of all police personnel, relinquishing command to the Branch Chief or higher authority when ordered to do so.
  • Assists Branch Chiefs in developing and implementing plans and procedures to control emergencies such as civil disturbances and demonstrations.
  • In the absence of higher authority, the incumbent is responsible for the direction and guidance of an emergency plan to protect the safety of persons and property under NIH control.
  • Prepares both oral and written reports to and for higher command authority. Writes memoranda, letters, and other communications for the signature of higher authorities. Writes policies, procedures, standards, and guidelines, including written directives as instructed.
  • Performs other duties, as may be required in the furtherance of the protection of life and property, access control; and the maintaining of peace on the NIH campus.

  • If selected, you must be able to obtain and maintain a Top-Secret Security Clearance.
  • If selected, may be required to use protective clothing. The selectee will be required to wear a uniform.
  • Criminal history background checks are a requirement for this position.
  • This position is subject to the Lautenberg Amendment Gun Control Act of 1968, as amended, which prohibits access to firearms by people convicted of crimes involving domestic violence or any felonious act.
  • You must have reached your 21st birthday prior to an initial Federal Police Officer appointment.
  • If selected for this position, you will be expected to completed or have passed the Federal Law Enforcement Training Center (FLETC), or equivalent basic police training academy at the time of initial appointment.
  • If selected will be required to obtain and maintain a CPR and First Aid Certification.
  • If selected, you must be able to lift and move heavy items weighing 50 lbs. with or without a reasonable accommodation.
  • If selected, you must be able to work outdoors under all weather conditions.
  • This is a Testing Designated Position.
  • Incumbent must submit to and successfully pass an urinalysis drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
  • If not already obtained, the applicant must successfully complete Contracting Officer's Representative (COR) Levels I and II within one year of the appointment date.
  • Candidates must pass the Physical Efficiency Battery (PEB) test as determine by the Chief of Police which consist of a Sit and Reach, Bench Press, and an Agility run.

Qualifications
You qualify at the GS-12 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:
1) managing a police force in providing protection, law enforcement, and crime prevention programs
2) managing police investigations
3) working with Federal, state, or local law enforcement agencies concerning investigations involving incidents of mutual interest
4) managing and supervising, a civilian police force.
You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
