Summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Gordon, GA.

Help
  • Directs execution-branch operations by managing personnel actions, setting performance standards, and securing critical resources and technical training for staff development.
  • Certifies and monitors financial commitments to ensure statutory compliance while managing year-end closeouts, spending analyses, and financial systems.
  • Consolidates and defends comprehensive budget submissions (including OMA, GWOT, OPA, POM, and CBE) in alignment with higher headquarters program guidance.
  • Advises command leadership on strategic financial planning, resource distribution, and execution strategies supported by detailed variance performance analyses.
  • Serves as the subject matter expert on financial regulations, Title 10 mandates, and expense guidelines while tracking organizational funding issues and monthly reporting.

  • Position is designated as Non-Critical Sensitive. A Secret Security Clearance is required.
  • Position requires up to 25% TDY.
  • This position is Mission Essential - In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Financial Management Level 2 Certification is required within two years of hire date.
  • One-year supervisory probationary period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:
(1) Directing the consolidation, analysis, and defense of complex, multi-year program and budget submissions
(2) Tracking and monitoring budget execution, certifying fund availability, and ensuring strict compliance with financial regulations.
(3) Advising senior leadership on financial forecasting, trend analysis, and resource prioritization
(4) Supervising, mentoring, and evaluating the performance of a financial management/execution staff.
This position is in the Supervision/Management Work Category at the Senior Performance Work Level within the CES Occupational Structure.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone no substitution of education for experience is permitted.
