Summary
This position is in a Regional, Subregional or Resident Office of the National Labor Relations Board.
This position is responsible for the supervision of investigations and the handling of representation cases (R cases) of simple to the highest complexity and a variety of unfair labor practices cases (C cases) which also range from simple to the highest level of complexity.

Duties

As a Supervisory Labor Management Relations Examiner (Supervisory Investigator), GS- 0244-15, your typical work assignments may include:
  • Supervising Labor Relations Investigators and Field Attorneys who preside over and conduct public hearings, administer oaths, examine witnesses, and receive evidence.
  • Reviewing drafts of complaints detailing allegations found to have merit and recommending a course of action; and reviewing investigative evidence and participating in negotiations.
  • Advising on the conduct, form and substance of settlement negotiations, agreements and the application of modified or conflicting precedents and the adequacy of legal analyses.
  • Conferring with supervisors, Labor Relations Investigators and Attorneys on problems requiring assistance in resolving questions of fact, proof, jurisdiction, law or Board practice, procedure or precedent, or in planning the investigation, processing or disposition of difficult cases.
  • Reviewing case reports, recommendations and proposed resolutions to ensure conformance to standards and policies.
  • Initiating annual evaluations and appraisals of staff pursuant to the career development program and the requirements of union-management agreements; making recommendations regarding the annual performance ratings for employees supervised; and evaluating the development of the professional staff to determine readiness of individuals for more complex assignments.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Supervisory Labor Management Relations Examiner (Supervisory Investigator) position will have experience processing cases on all levels of difficulty and complexity. The candidate has extensive knowledge of the National Labor Relations Act. Excellent communication and analytical skills desired. Meticulous attention to detail is preferred.
MINIMUM QUALIFICATIONS
Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Labor Management Relations Examiner (Supervisory Investigator), at the GS-15 grade level.
Specialized experience includes:
  • Experience communicating, both orally and in writing, authoritative labor law policy matters to agency-level stakeholders to justify and defend information; and
  • Experience with the National Labor Relations Board Act and similar statutes to negotiate and prepare collective bargaining agreements, including the application of complex Board and court precedent, statutory interpretation, and advanced labor relations principles; and
  • Experience planning, coordinating, establishing, and managing complex project goals and objectives leading a team involved in the investigation and analysis of the most complex issues related to the field of labor law.

TIME-IN-GRADE REQUIREMENTS
All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-14 or equivalent grade level of the federal service, is required to qualify for this position.
(NOTE: All current and former Federal employees must provide a copy of their SF-50 "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure code (1 or 2), and type of service (Competitive). You may determine your current status by checking block 24 on your SF-50. Block 24 must reflect "1" or "2". Also, block 34 must reflect "1".
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
