The Washington State Liquor and Cannabis Board (WSLCB) Information Technology Services Division (ITSD) is announcing an exciting opportunity for an IT Application Development - Senior/Specialist position located in This position is within Salesforce Team which serves to define business technical needs, design, develop and maintain software solutions for WSLCB that are innovative, secure and meet IT industry standards. The Salesforce team consists of the WSLCB's salesforce and ETL developers, system administrators, and business analysts. This Senior application/ETL developer, reports to salesforce team supervisor and, under general direction.
This is a senior Salesforce technical application, Azure integration, and data development position that is responsible for design, development, enhancement, and maintenance of agency's Salesforce enterprise applications and all applications including all inter-system and inter-agency interactions.
The position is responsible with creating and ensuring the requirements and documentation standards within the Washington State Liquor and Cannabis Board (WSLCB) are adhered to. This position provides expert level technical services by designing, testing, implementing and maintaining multi- dimensional information systems used to issue licenses to produce, distribute and sell beer, wine, spirits, vapor products, cannabis and tobacco in the State of Washington; and tools to support the compliance services including education, audits, investigations, and public records. These systems provide, manage, monitor, and assess data required to make informed decisions at enterprise, division and business unit level for large and highly complex development efforts consisting of multiple applications consisting of various coding languages and integrations. This senior lead Salesforce and Azure integration developer will be responsible to lead development changes, coach and mentor junior technician within the LEEAD's team. This position works with highly visible systems that have agency-wide (all divisions), statewide, and multi-agency impact, providing integration of WSCLB custom, Software-as-a-Service (SaaS), and WSLCB Commercial Off the Shelf (COTS) solutions and custom configured and coded solutions on Platform-as-a-Service (PaaS) for internal and cross-enterprise systems.
In addition, this position provides leadership to development and administrative efforts of custom, PaaS configuration and development, COTS and SaaS integrations, application and data conversions, system upgrades and enhancements to existing solutions, strategic direction, solution roadmaps, and mentorship to design, build, and maintain secure Salesforce and Azure solutions. This position plans, defines the current and future enterprise architecture of software solutions, designs multiple sub-applications for solutions and integrations, coordinates, builds, documents, and administers enhancements and maintenance of applications and all inter-system and inter-agency interactions.
This position includes the responsibilities of a database developer by taking business requirements to analyze and design, develop, test, normalize, install, and implement agency databases and data interfaces, including writing scripts for automated backups, replication and ETL processes.
The position must understand business problems and opportunities in the context of state and federal rules, requirements, and guidelines, and recommend innovative solutions that lead to strategic planning deliverables and enable the organization to achieve its goals.
In absences of other IT professionals during system changes, this position is required to elicit and document system requirements and acceptance criteria directly with their stakeholders, write test plans, test cases, train users on new software features, coordinate user acceptance testing, administer features of PaaS, and rollout deployments on regular bases.

Duties
Some of the duties you will perform are:
  • Develop detailed, comprehensive, and well-structured application architected designs to assure quality, efficient and secure complex software systems and databases for staff, other agencies, and the public to consume daily, weekly, monthly and yearly work.
  • Develop complex, user intuitive, ADA compliance, and secure web user-interfaces which includes secure architecture design, coding, unit tests, function tests, system tests, and implementation.
  • Architect application components, APIs and web services for re-usable code.
  • Establish agency standard development tools and framework.
  • Develop, review and approve code modification of fellow developers before migration into user acceptance testing and into production.
  • Provide system analysis, consult, and support system failures of small to complex information systems independently.
  • Plan, design, document, review and write code to create, enhance or fix application components.
  • Using Cloud ETL services to build integration with Custom-Off the Shelf (COTS), Software-as-a-Service (SaaS) software, and Platform-as-a-Service(PaaS) services.
  • Coordinate with COTS, PaaS, and SaaS vendors, application administrators and technical staff on defining technical integration, logging, reporting and security requirements, implementing, upgrades, enhancements and security patches.
  • Verify and validate successful code migration and implementation including code review of Commercial off the Shelf (COTS) systems.
  • Write code to enhance, improve logging, reporting and security of COTS, PaaS, and SaaS solutions.
  • Use industry best practices to optimize custom and COTS/SaaS solutions and report data query performance.
  • Optimize data models for PowerBI and write custom ETL solutions to extract transform data and load into WSLCB Salesforce system, and various interfaces for internal and external agency use.
  • Stay current with new/emerging technologies and/or systems.
  • Stay current with professional certifications as required by position.

Qualifications
Required Qualifications:
Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.
Seven (7) years of information technology experience in applications development, including experience in designing, developing and maintaining applications using industry standard tools and development languages.
OR
An Associate's degree from an accredited college or university in Computer Science, Data Science, Information Technology, Web Devolvement, or other closely related field AND Five (5) years of information technology experience in applications development, including experience in designing, developing and maintaining applications using industry standard tools and development languages.
OR
A Bachelor's degree or above from an accredited college or university in Computer Science, Data Science, Information Technology, Web Devolvement, or other closely related field AND Three (3) years of information technology experience in applications development, including experience in designing, developing and maintaining applications using industry standard tools and development languages.
Additionally, you should also have the following experience (experience may be gained concurrently):
  • Four (4) years of experience in standard Software Development Life Cycle while implementing enterprise principles, concepts, practices, and current industry standards as they relate to application development.
  • Four (4) years of experience in integrating and interfacing PaaS, SaaS, and COTS solutions with different business systems.
  • Four (4) years of experience in working in a Microsoft-based environment.
  • Two (2) years of experience in leading a Salesforce application team on medium to large scale development efforts.

Preferred/Desired Qualifications:
  • Experience in Microsoft Azure adoption, governance, and administration.
  • Experience in data governance and principles of data management and the data life cycle.
  • Experience in collecting and evaluating information for impact analysis and documenting functional and non-functional requirements for RFIs, RFPs, solution design, and maintenance.
  • Experience working in an environment where IT security best practices, policies, and procedures are required and audited, with having responsibility for enforcing and administering the policies and procedures.
  • Two years of experience in human resource management principles, practices, procedures, as well as personnel engagement, development and accountability using facilitation and coaching techniques.
