Overview

Planned Systems International (PSI), a Government Contractor, has an immediate opportunity for a Metrics Reporting Specialist for the metrics department of the Independent Enterprise Testing and Support Services (IETSS) contract with the Department of Veterans Affairs (VA), Office of Information & Technology (OIT). This position will be part of the Test Management and Operations (TMO) Testing Process Quality Improvement (TPQI) Support team, which consists of Measurement and Metrics (MM), quality process management and process improvement, lessons learned, Change Management, Knowledge Management, internal Quality Audit Program, Root Cause Analysis (RCA) process, and Corrective and Preventive Action (CAPA) planning. The TPQI team supports and works closely with the Test and Evaluation (T&E) and Testing Intake Assessment services teams, as well as the Test Center (TC) systems analysts, systems administrators, database administrators (DBAs), the VA project manager (PM), VA Contracting Officer's Representative (COR), and other divisions and stakeholders. The preferred location for this position is the Tampa, FL area.

The Power BI Report Developer supports the Measures and Metrics (MM) team within the Testing Process Quality Improvement (TPQI) organization. This mid-level role assists with developing, updating, and maintaining Power BI reports and dashboards; preparing recurring reporting deliverables; and supporting documentation and data quality tasks. The position works closely with the TPQI team and collaborating groups to ensure accurate, timely, and well organized reporting outputs.

Essential Functions and Job Responsibilities
  • Candidate must be able to:
  • Analyze current and potential disparate data sources.
  • Build, update, and maintain Power BI reports and dashboards.
  • Maintain Measures and Metrics reports to assure the continued accuracy and performance.
  • Validate data accuracy and participate in routine data quality checks.
  • Gather user requirements and determine sources of data.
  • Work with the Measures and Metrics team to create and further define projects and tasks from verbal customer cues and requests.
  • Assist with the extraction of metrics requirements and assignments for proposed or impending initiatives.
  • Support all phases of solution deployment activities in Power BI or other accepted reporting/data visualization tools (i.e Power BI Desktop, Power BI Workspaces, Power BI Apps, Power BI Service security and user navigation).
  • Assist with documenting processes, data flows, automations, and reporting procedures.
  • Contribute to meeting notes, agendas, and metrics documentation as needed.
  • Collaborate with the Measures & Metrics team on metric definitions, reporting updates, and automation opportunities.
  • Contribute to or write portions of Measures and Metrics documentation
  • Support quality and process improvement methodologies to develop and continuously update team and program processes, documentation and artifact templates.
  • Streamline Power BI M queries where possible.
  • Work with SQL DBAs to create and refine data sources for Power BI reporting.
  • Monitor and troubleshoot Power BI data refreshes and refresh issues.
  • Escalate Power BI refresh issues to the Corporate Data Warehouse (CDW) team.
  • Document Power BI permissions, workspaces, and report deployment steps.
  • Gather, prepare, and deliver weekly and ad hoc Power BI based reports via PowerPoint and Excel.
  • Provide general administrative and reporting support to the Measures and Metrics team.
  • Possible work in assisting with the design, creation and maintenance SharePoint sites, pages, lists, and libraries.

Minimum Requirements
  • Bachelor's degree in Information Technology, Computer Science, Data Analytics, Business Analytics, Engineering, or related technical field.
  • Equivalent experience or industry certifications may substitute for formal education
  • 3-5 years of experience supporting reporting, analytics, or business operations.
  • Tableau or Microsoft Power BI development experience (visuals, datasets, filters, publishing, workspace familiarity, DAX, and M Query).
  • Experience working with Microsoft Excel and PowerPoint for data presentation.
  • United States government related work (e.g., Department of Defense, VA). 

Required Technical/Business Tools Experience:

  • Experience automating tasks using VBA, Microsoft Power Automate, or other scripting languages is a plus.
  • Understanding of data quality principles and dashboard design concepts.
  • Experience with Power BI: datasets, measures, and report development.
  • Experience with SQL: tables, indexes, relationships, complex queries, stored procedures, jobs, job schedules.
  • Experience with data modeling, ETLs, and SSIS.
  • Experience with SharePoint, Teams, or workflow/documentation management tools.
  • Prior exposure to government, VA, or DoD environments is beneficial.
  • Current Moderate Background Investigation (MBI) and VA network access a plus.
