Job description

Position Title:Pre-Award Acquisitions Subject Matter Expert
Location: Remote with occasional on-site presence required in Suitland, MD
ACI is seeking an Acquisitions Subject Matter Expert to lead a small team in support of Acquisition Planning and Strategy under the Federal Acquisition Regulations (FAR).

Responsibilities:
  • Lead client meetings and requirements sessions, actively participate in contract solicitations, administration, and offer recommendations for solutions.
  • Assist in developing cost estimates and prepare purchase requests with supporting documentation.
  • Maintain public-facing records related to acquisition strategy updates.
  • Provide contract details for data calls and client meetings, ensuring effective communication.
  • Support contract formulation, coordination, administration, and evaluation, as directed by the Contracting Officer's Representative (COR).
  • Evaluate project performance, advise on contract amendments/extensions, and ensure compliance with contractual obligations.
  • Assist in solicitation planning and scheduling, including market research, strategy sessions, and preparation of requirements documentation.
  • Provide cost-saving analysis for portfolio budgetary needs and conduct vendor assessments.
  • Develop acquisition trainings and support knowledge sharing initiatives.

Requirements:
  • Bachelor's degree or equivalent experience.
  • Minimum 6 years of professional experience in Federal Government contracting.
  • Proficiency in Performance-Based Acquisitions, including translating requirements into Performance Work Statements (PWS) and Quality Assurance Surveillance Plans (QASPs).
  • Strong knowledge of Federal contracting regulations and experience interfacing with clients.
  • Experience leading pre-award acquisitions and excellent communication skills.
  • Advanced Excel proficiency and familiarity with Firm Fixed Price (FFP) and Time and Materials (T&M) contracts.
  • Ability to obtain/maintain Public Trust clearance.

Preferred Qualifications:
  • Certification such as Certified Federal Contracts Manager (CFCM) or equivalent.
  • Experience with FAC-C, FAC-COR, FAC-P/PM certifications, SharePoint, or Department of Commerce Acquisitions.
  • Current Suitability/EOD/Public Trust with Census is a major plus.
  • Experience with cloud computing, software contracts, or IT service contracts.

Note: This position allows for telecommuting due to ongoing office renovations. Candidates will be required to return to the client office in Suitland, MD for a few days per week in calendar year 2024.
