Summary
You will serve as a OPERATIONS RESEARCH ANALYST (COST ANALYST) in the Directorate of Cost Estimating and Analysis (DOC) of AEGIS BMD.

Help
  • You will serve as Cost Analyst in the Directorate of Cost Estimating and Analysis (DZJ) and provide a full range of cost estimating and analysis services for Missile Defense Agency (MDA) program elements (matrixed) and MDA/DZJ (non-matrixed).
  • You will implement and maintain cost estimating and analysis common standards in accordance with the MDA DZ Cost Estimating and Analysis Handbook.
  • You will develop quality cost estimates and analysis products for complex Missile Defense weapon systems.
  • You will conduct cost risk analysis on each estimate and express cost as a probability distribution.
  • You will develop cost estimates for studies that include multiple weapons configuration options.
  • You will combine completed estimates using formats that facilitate selection of optimal system architectures.
  • You will interface with program management, Earned Value Management personnel, engineers, business operations personnel, test engineers, and logisticians to ensure the estimate reflects current program content.
  • You will independently choose appropriate cost estimating and analysis methodologies.
  • You will independently develop Work Breakdown Structures, data collection plans, Contract Data Requirements Lists, Data Item Descriptions, and cost reporting award fee criteria for all new contracts and, whenever possible, existing contracts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Operations Research Analyst developing cost estimates for complex systems (e.g., ships, submarines, ship systems, weapon systems) to inform decision makers of a programs current or future cost.

Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
