Summary
You will serve as a INFORMATION TECHNOLOGY SPECIALIST in the CAPITAL PLANNING/ NMCI DIVISION of BUREAU OF NAVAL PERSONNEL.

Help
  • You will serve as the principal IT project manager for NEN/Nautilus programs, developing and maintaining comprehensive project plans, schedules, and milestones.
  • You will manage the integration, migration, and technology refreshment of IT systems and services across BUPERS and subordinate field activities.
  • You will translate IT requirements into system specifications, network protocols, and develop Statements of Objectives (SOOs) and Statements of Work (SOWs).
  • You will command and lead geographically dispersed field activity ACTRs and Information Service Coordinators (ISCs), providing expert-level technical guidance.
  • You will diagnose and resolve technical IT issues escalated from field activities when the NEN/Nautilus Service Desk or HPSM team fails to resolve them.
  • You will capture and provide metrics on file share usage and availability for each command field activity, including usage by site and file share capacity.
  • You will review and approve field activity Move, Add, Change (MAC) requests to validate accuracy and validate contractor performance.
  • You will apply complex fact-finding, analytical, and problem-solving methods to diagnose system problems and recommend solutions to improve the efficiency of IT services.
  • You will prepare and present recommendations and solutions for complex IT projects, including the preparation of reports, proposals, charts, and graphs.
  • You will identify and manage project risks, monitor progress against baselines, and implement corrective actions to maintain schedule and cost objectives.
  • You will establish and maintain effective relationships with supervisors, managers, and contracting officials to gain confidence and cooperation on IT project matters.
  • You will research trends in state-of-the-art technology and services, developing special adaptations to satisfy specific requirements and resolve issues.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: One year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: Acting as an IT Project Manager or technical lead overseeing enterprise IT systems and applications (e.g., NEN/Nautilus, FlankSpeed), AND developing IT project plans, Statements of Work (SOWs), and milestones for system integrations, migrations, or technology refreshes, AND performing maintenance and developing collaborative command portals (e.g., SharePoint), AND utilizing programming/scripting languages (e.g., JavaScript, PowerShell, VBScript) and database management tools (e.g., SQL, MS Access) to support system operations and resolve technical issues.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
Your resume must also demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures and manages systems resources including performance, capacity, availability, serviceability, integrity, efficiency and recoverability.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Administering the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Recommends resolution to problems and issues, prepares and presents reports and plans, and coordinates projects to meet future needs.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Resolves hardware/software interface and interoperability problems.
