CPMC is seeking a Procurement Manager to develop and lead the strategic approach to procure $40m direct goods and services through the program annually. This role will have tactical responsibility for ensuring the efficiency and cost-effectiveness of the purchasing processes, setting and facilitating the overall purchasing strategy, and the development and implementation of policies, procedures, and workflows that support the DIGIT program’s acquisition and materials management of goods and services while maintaining compliance with the corporate policies, procedures, and system workflows.

The team is comprised of the best-in-class technology partners to leverage forward-leaning technologies and best practices to transform GSA’s IT capabilities and shift offerings to provide a more flexible service delivery model, completing the agency’s shift to a fully digital experience along with its adoption of advanced, emerging technologies such as intelligent automation, artificial intelligence and machine learning.

RESPONSIBILITIES

This position shall perform the following (to include but not limited to) activities:

  • Executes defined procurement strategies and tactics required to meet DIGIT program procurement objectives for growth, profitability, and effective contract performance.
  • Develops and manages a centralized procurement program that will add value and efficiency to the DIGIT program.
  • Manages fiscal, personnel, and material resources associated with procurement efforts.
  • Directs the procurement of goods and services for the customer.
  • Partnering with business stakeholders in the procurement process.
  • Maintains an indepth knowledge of the market to ensure best value and practices are maintained.
  • Oversee the development and execution of sourcing strategies across all categories within span of control including targets, timelines and resource plans.
  • Directly manages complex procurements requiring significant management skills and experience.
  • Identify areas for improvement to continually drive performance and business results.
  • Participates in the development of program annual procurement plans.
  • Fully follows established corporate policies and procedures and conducts all activities in strict accordance with legal and ethical practices.
  • Acts as the main contact point for DIGIT purchasing related questions, training, policy and procedure interpretation and alignment with corporate.
  • Communicating clearly and succinctly with all levels of staff across the DIGIT program and with the customer.
  • CONTRACT REQUIRED QUALIFICATIONSThis following are REQUIRED for this position:
  • Public Trust Clearance or ability to obtain.
  • ITILv4 Foundation Certification (No later than May 31st, 2025).
  • Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
  • Plans and leads major technology assignments.
  • Evaluates performance results and recommends major changes affecting shortterm project growth and success.
  • Functions as a technical expert across multiple project assignments.
  • Proven ability to work independently in a full and/or partial remote environment with limited supervision and may supervise/lead others.
  • Possess the ability to communicate in both oral and written forms, demonstrating an ability to communicate effectively with all levels of staff as well as clients.
  • Demonstrated ability to apply comprehensive knowledge across key tasks and high impact assignments with the ability to use practical experience and training to determine how to accomplish tasks.
  • May supervise others.
  • CONTRACT DESIRED QUALIFICATIONSThe following are DESIRED for this position:
  • Advanced Costpoint and OnBased skill level.
  • ServiceNow experience.
  • Proficiency in the Google Suite (Gmail, Calendar, Chat Google Meet, Docs, Slides, Sheets), Microsoft Office (Word, Excel, PowerPoint, Outlook), Slack, and ServiceNow.
  • Must be willing to work a variety of shifts, including holidays as scheduled.
  • EDUCATION AND EXPERIENCE

    The following are the education and experience required for this position:

  • Bachelor’s degree or equivalent and a minimum of 15 years of related experience.
  • Direct experience in government contracting and acquisition.
  • Experience as a remote worker demonstrating time management and self discipline with cultural change management and Agile mindset.
