Job Title: PeopleSoft CAPPS Financials Functional Lead (Accounts Payable) - 15+ yrs Exp

Location: Austin, Texas (Remote)

We are currently seeking candidates who meet the following qualification
 

Responsibilities
  • Provide senior-level functional consulting and support for the CAPPS Accounts Payable (AP) module.
  • Serve as the functional subject matter expert for PeopleSoft FSCM 9.2 Accounts Payable.
  • Coordinate AP module activities, production support, issue resolution, and ongoing maintenance.
  • Configure and maintain the Accounts Payable module and related business processes.
  • Lead business process improvements, system enhancements, and change management initiatives.
  • Coordinate functional testing, User Acceptance Testing (UAT), regression testing, and production validation.
  • Support integrations between Accounts Payable, Purchasing, General Ledger, Asset Management, Commitment Control, Cash Receipts, Project Costing, and other CAPPS modules.
  • Ensure compliance with State of Texas financial policies, security standards, and business processes.
  • Deliver user training, cross-training, documentation, and ongoing functional support.
  • Develop reports, analytics, inquiries, and operational reporting solutions.
  • Support application releases, PeopleSoft Image updates, and patch implementation activities.
  • Configure Accounts Payable setup, vendor management, vendor locations, vouchers, approvals, and payment processing.
  • Configure voucher entry, matching (2-way, 3-way, and 4-way), AP Workbench, Batch EDI Voucher Processing, Excel Voucher Uploads, Single Payment Vouchers, and Multi-Vendor Voucher Processing.
  • Support invoice processing, exception handling, withholding processing, payment cancellations, payment reissues, CAPPS-to-USAS voucher processing, and HX recycle processing.
  • Perform month-end and fiscal year-end Accounts Payable activities.
  • Configure CAPPS USAS T-Codes, system codes, workflow approvals, security roles, and open liability reconciliation.
  • Develop and maintain AP reporting and inquiry solutions.
  • Utilize PeopleSoft Application Designer to understand records, fields, pages, and components.
  • Customize and support SQR reports, BI Publisher reports, SQL queries, SAP Business Objects reports, and reporting solutions.
  • Support PeopleSoft security, including multi-tenancy requirements and statewide ERP security controls.
  • Plan, implement, support, and maintain IT security measures aligned with NIST and State of Texas standards.
  • Monitor CAPPS Accounts Payable batch jobs using Run My Jobs (RMJ).
  • Track job schedules, monitor execution, validate outputs, troubleshoot failures, manage dependencies, perform performance tuning, document processes, and coordinate communications and escalations.
  • Ensure compliance when modifying production job schedules.
  • Support PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Selective Adoption, Elasticsearch, Search Framework, Compare Reports, and migration activities.
  • Gather requirements for enhancements and production support requests.
  • Produce Functional Design Documents (FDDs) and perform functional configuration using delivered PeopleSoft tools including Page and Field Configurator, Event Mapping, Drop Zones, and Page Composer.
  • Troubleshoot production issues and coordinate break/fix activities across multiple functional teams.
  • Manage incidents using ServiceNow, BOSSDesk, and other ITSM tools while maintaining synchronized documentation.
  • Collaborate with policy teams, business users, technical teams, managed services vendors, and over 100 Texas state agencies.
  • Support statewide legacy system integrations including USAS, TINS, SPA, and related financial applications.
  • Coordinate statewide fiscal year-end planning, scheduling, reconciliations, verification, communications, and system readiness.
  • Support module expansions, new implementations, legislative updates, federal mandates, and third-party integrations.
  • Provide Level 2 Service Desk support, advanced troubleshooting, ticket resolution, documentation, and basic system configuration.
  • Ensure all digital content complies with WCAG 2.1 accessibility standards.
  • Maintain data integrity, security enforcement, system performance, and policy compliance across the CAPPS environment.
  • Perform work following ITIL principles for IT Service Management (ITSM) and IT Asset Management (ITAM).
  • Participate in Major Incident Management (MIM) activities for Priority 1 and Priority 2 incidents.
  • Participate in Disaster Recovery planning, testing, and upgrade validation activities.
  • Prepare executive presentations, CAPPS User Group presentations, and Steering Committee presentations.
  • Support SOC-1 audits, audit requests, compliance activities, and open records requests.
  • Interpret contractual language and ensure vendor compliance with contractual obligations.
  • Perform project coordination while meeting milestones, deliverables, schedules, and organizational standards.
  • Perform additional duties as assigned.
Required Skills
  • Strong expertise supporting PeopleSoft FSCM 9.2 Accounts Payable within the CAPPS Financials environment.
  • Extensive experience with CAPPS, USAS, TINS, SPA, and other Texas statewide financial systems.
  • Strong PeopleSoft functional configuration experience.
  • Expertise with PeopleSoft Application Designer.
  • Strong SQL development and troubleshooting skills.
  • Experience with SQR, BI Publisher, SAP Business Objects, and reporting solutions.
  • Knowledge of Integration Broker and PeopleSoft integrations.
  • Experience supporting PeopleSoft batch processing and Run My Jobs (RMJ).
  • Experience with PeopleSoft Update Manager (PUM), Change Assistant, Fluid UI, Elasticsearch, and Search Framework.
  • Strong understanding of PeopleSoft security, multi-tenancy, and NIST security standards.
  • Experience supporting production environments and enterprise ERP applications.
  • Experience gathering business requirements and producing Functional Design Documents (FDDs).
  • Strong understanding of Accounts Payable workflows, voucher processing, vendor management, payment processing, reconciliations, and fiscal year-end activities.
  • Experience with ServiceNow, BOSSDesk, and enterprise incident management.
  • Experience supporting Tier 2 Service Desk operations.
  • Experience participating in Major Incident Management (MIM).
  • Experience participating in Disaster Recovery testing.
  • Knowledge of ITIL, ITSM, and IT Asset Management (ITAM).
  • Experience supporting executive presentations, audits, compliance activities, and statewide ERP governance.
