BackgroundThe National Marine Fisheries Service (NMFS), Office of Sustainable Fisheries (OSF), is implementing support activities associated with Executive Order 14276, Restoring American Seafood Competitiveness. This effort is focused on advancing fisheries management actions, reducing regulatory burdens, supporting domestic seafood competitiveness, and accelerating implementation of priority fisheries initiatives across NOAA Fisheries Headquarters, Regional Offices, and the Atlantic Highly Migratory Species Division.
This position will support a high-visibility NOAA Fisheries initiative involving fisheries management action development, environmental compliance, technical analysis, and scientific/regulatory writing. The work will involve collaboration with federal fisheries managers, scientists, economists, policy staff, and regional offices nationwide.
Position SummaryWe are seeking a senior-level Fisheries Management Subject Matter Expert (SME) with deep experience supporting federal fisheries management and environmental compliance efforts. The ideal candidate will possess strong technical writing capabilities, experience navigating complex regulatory frameworks, and the ability to translate scientific and regulatory information into actionable management documents.
This individual will serve as a senior technical resource supporting the development, review, and implementation of fisheries management actions under the Magnuson-Stevens Fishery Conservation and Management Act and associated environmental compliance requirements.
Key Responsibilities:
- Support development and implementation of fisheries management actions associated with Executive Order 14276.
- Draft and review Fishery Management Plans (FMPs), amendments, regulatory actions, briefing materials, and supporting documentation.
- Conduct and support environmental analyses, including National Environmental Policy Act (NEPA) documentation and supporting scientific analyses.
- Evaluate fisheries management alternatives and provide technical recommendations to NOAA Fisheries leadership and regional offices.
- Coordinate with NMFS Regional Offices, Atlantic Highly Migratory Species staff, scientists, economists, and regulatory specialists.
- Support development of regulatory packages and administrative records.
- Review and synthesize scientific studies, policy documents, and public comments related to fisheries management actions.
- Communicate complex scientific, regulatory, and policy concepts clearly to technical and non-technical audiences.
- Support meetings, technical workgroups, and fishery management council activities as needed.

Minimum Qualifications- Master's degree or PhD in fisheries science, marine biology, environmental science, natural resource management, marine policy, or related field.
- Minimum 7 years of relevant experience supporting fisheries management, environmental compliance, marine resource policy, or related federal programs.
- Strong knowledge ofvMagnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act (NEPA), Federal fisheries management processes
- Fisheries management plans and regulatory development expertise including experience preparing technical and regulatory documents in a federal or highly regulated environment.
- Strong technical writing, analytical, and communication skills.
- Ability to work across multiple organizations and stakeholders in a fast-paced federal environment.
- NOAA Fisheries or related federal fisheries management experience strongly preferred.
- Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.
