Description
CenCore is seeking a Senior Operations Program Manager to lead and support Operations Program Management (OPM) team functions for a secure customer program. This role is responsible for leading critical operational processes, including security project management, operations change management, site start-up management, reporting, documentation, process standardization, audits, and operational communications.
The ideal candidate is an experienced operations and project management professional who can assign and coordinate team work, define project scope and business requirements, manage strategic initiatives end to end, and translate complex operational information into clear reports, procedures, job aids, and leadership communications.
Key Responsibilities
  • Lead the Operations Program Management team responsible for critical operational processes, including end-to-end security project management, site start-up management, operations change management, operations bulletin releases, and security operations reporting.
  • Document and standardize internal business practices for the OPM team to promote consistency, continuity, compliance, and operational readiness.
  • Assign tasks, projects, and rhythm-of-business items to the OPM team and monitor progress against priorities, deliverables, and timelines.
  • Assist with initial discovery, intake, scoping, and business requirements definition to prepare OPM-led projects for assignment and execution.
  • Compile metrics and prepare productivity reporting for management, including operational data related to security operations, projects, site startups, and program initiatives.
  • Identify, recommend, and manage strategic projects end to end to drive process improvements, facilitate risk management, and strengthen operational consistency.
  • Provide OPM backfill support and perform OPM duties as needed to maintain continuity of operations.
  • Draft and distribute operational communications, including bulletins, updates, and supplemental guidance for security personnel.
  • Support audits, reviews, and follow-up activities related to security operations processes and documentation.
  • Document internal business practices to promote consistency, continuity, and compliance.
  • Perform other related duties as assigned.

Requirements
Required Qualifications
  • Active Top Secret clearance required.
  • Active U.S. Passport required.
  • Project management certification, such as Certified Associate in Project Management (CAPM), Project Management Professional (PMP), or similar credential.
  • Intermediate proficiency with Microsoft Office and Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, OneNote, Project, Visio, and SharePoint.
  • Strong written communication skills, including the ability to write clear, accurate, and audience-appropriate content.
  • Ability to analyze operational information, identify risks or impacts, and communicate findings clearly.
  • Ability to manage multiple priorities, deadlines, and stakeholder needs in a remote work environment.
  • Strong attention to detail, organization, and follow-through.

Preferred Qualifications
  • Experience supporting security operations, government contracts, cleared programs, or mission-critical operational environments.
  • Experience developing procedures, job aids, operational communications, reports, or audit-support documentation.
  • Proficiency with automation tools, such as Power Automate.
  • Proficiency with data visualization or reporting tools, such as Power BI.
  • Experience working with SharePoint, Visio, Microsoft Project, or similar tools to support documentation, project tracking, workflows, or reporting.
