Description
The Teachers' Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multi year modernization initiative to replace aging legacy systems-including full retirement of the ALICE platform-and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS member portal and MyERS employer portal. TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma's six state pension systems.
The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack-Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)-to support scalable, secure, and efficient operations.
• Current state: o Legacy systems moved from on-premises hosting to Azure cloud migration May 2024 o MyTRS member portal modernized July 2025 o All IS resources support legacy systems while simultaneously building modernized ones o Project charter and Software Development Life Cycle established and in practice o Environment and foundation for modern applications defined and nearing completion • Expected outcomes: o All major systems operate on the Azure platform with improved performance, scalability, and maintainability. o Retirement of ALICE and elimination of legacy technical debt. o Reduced manual work, fewer errors, and significantly improved turnaround times. o A modern document storage and capture solution, with improved workflows and reduced fragmentation o Enhanced security posture. o Improved user satisfaction and accessibility. o Greater operational resilience and adaptability. o Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure. o All work products belong exclusively to TRS.
Requirements
Process Analysis and Documentation • Engage with business units to understand operational workflows, pain points, and improvement opportunities. • Interface with technical resources, such as Development or IT staff to understand and translate technical requirements. • Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts. • Facilitate discussions to define future state processes aligned with organizational goals. Requirements Gathering and User Story Development • Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories. • Ensure requirements are complete, consistent, testable, and aligned with business priorities. • Collaborate with product owners, developers, and stakeholders to refine and validate requirements. Testing and Quality Assurance • Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing. • Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness. • Document defects, track resolution progress, and verify fixes. • Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders. Stakeholder Collaboration and Communication • Serve as a liaison between business units and technical teams to ensure shared understanding and alignment. • Communicate project updates, risks, and issues clearly and proactively. • Support change management activities by contributing to training materials, documentation, and user guidance.
