Job description

Kadiak, LLC, a Koniag Government Services company, is seeking an Enterprise Test & Validation Oversight Manager to support our government customer in Rockville, MD. The position is remote. However, collaboration with our government staff at Health and Human Services (HHS) Indian Health Service (IHS) may require infrequent site visits to the IHS office in Rockville, MD. The strategic goals of IHS are: (1) Ensure that comprehensive, culturally appropriate personal and public health services are available and accessible to AI/AN people; (2) Promote excellence and quality through transformation of IHS into an optimally performing organization; and (3) Strengthen IHS program management and operations. Kadiak LLC provides program management services in support of the broad IHS Health IT Modernization Program. Kadiak LLC is assisting the implementation of a new nationwide electronic health records (EHR) system to support the IHS health service delivery system through the IHS network of hospitals and clinics located in 37 states across the country, largely in extremely rural areas. Essential Functions, Responsibilities & Duties may include, but are not limited to: As an Enterprise Test & Validation Oversight Manager, you will play a pivotal role in ensuring clinical safety, operational integrity, interoperability, and regulatory compliance of the nationwide enterprise EHR modernization. This position bridges the gap between technical infrastructure and clinical operations, designing and executing end-to-end testing strategies that protect patient safety and optimize clinical workflows. The ideal candidate will provide rigorous oversight to ensure that the integrated system meets federal standards, NISTIR 7804-1 usability guidance, Office of the National Coordinator (ONC) health IT certification criteria, and real-world clinical demands. General requirements: Test Planning and Strategy * Framework Execution: Develop and execute comprehensive test plans aligned with PMO oversight, including tiered Unit/System/Integration models, Test Readiness Reviews (TRRs), and Go/No-Go decision support. * Stakeholder Alignment: Collaborate with the Federal Testing Lead, CMIO, clinical SMEs, Product Management, system integrators, EHR vendors, and IV&V to define requirements and priorities. Clinically Anchored Validation * Workflow Testing: Design and lead end-to-end, scenario-based testing mirroring real-world patient journeys (e.g., clinical documentation, orders, medication, ED, inpatient/ambulatory care). * Verification & Validation: Pair build verification against configuration workbooks with user validation to ensure safe, end-to-end workflow completion and full requirement traceability. * Revenue Cycle & Access: Lead validation for registration (high-risk focus), scheduling, HIM, and charge services, ensuring seamless integration with clinical workflows and downstream billing. Data Migration & Interoperability * Data Migration: Assure accurate migration of legacy RPMS health data to the new enterprise EHR, reconciling critical clinical elements (demographics, allergies, medications, problem lists). * Interface & Device Testing: Validate technical interfaces (HL7, FHIR) and data liquidity between internal/external systems; coordinate peripheral and biomedical device connectivity testing. Identity, Access, and Security Validation * IAM & RBAC: Validate IAM, RBAC, provisioning, and authentication workflows across PATH EHR (Okta, SailPoint, AD, Oracle Health IAM) to ensure least-privilege and separation-of-duty compliance. * Security Coordination: Validate test-user account management prior to TRRs and coordinate with IHS Cybersecurity, DIS, and Engineering on defect remediation tracking. Infrastructure & Defect Management * Infrastructure Testing: Assess reliability, scalability, and performance of servers, networks, databases, and cloud services impacting EHR and connected devices. * Defect Resolution: Manage a closed-loop defect process using a single issue log. Classify findings by type and rate risk by clinical impact (patient safety, revenue, adoption) to support the Configuration Control Board (CCB). Documentation & Reusable Assets * Reporting & Metrics: Maintain detailed test evidence and produce standardized reports (coverage, defect trends, readiness status) to support leadership Go/No-Go decisions. * Asset Management: Oversee traceable manual/automated test scripts. Curate reusable test libraries across Pilot, cohort, and sustainment phases, using automation for smoke and regression testing. Collaboration & Compliance * Facilitation: Coordinate testing activities across all stakeholders; lead daily huddles, clinician walkthroughs, and working sessions to transparently communicate blockers and risks. * Regulatory Compliance: Ensure testing evidence supports ONC Certification, Real World Testing (RWT) requirements, NISTIR 7804-1 usability guidance, and federal/industry standards (NIST, ISO 9000). Work Experience, Knowledge, Skills & Abilities: * Bachelor's or master's degree in nursing, health informatics, healthcare administration, biomedical engineering, computer science, or a related field. Minimum of 4 to 5 years with a B.S. degree, or 1 to 3 years with a M.S. degree. * Hands-on experience through one or more full Cerner / Oracle Health EHR implementation lifecycles, with working knowledge of both the front end (clinician- and user-facing applications) and back end (system configuration and build) of the platform. * Familiarity with Health IT interoperability standards (e.g., HL7, FHIR) and ONC certification criteria. * Demonstrated hands-on testing experience, including developing test scripts, executing test scripts, and managing defects through resolution using established testing tools and frameworks. * Strong analytical and problem-solving skills, including risk-based prioritization grounded in patient safety and clinical impact. * Highly effective communication and collaboration skills, with demonstrated ability to coordinate testing activities across federal, clinical, technical, and vendor teams. * Understanding of federal Health IT regulatory requirements, including ONC Health IT Certification, Real World Testing, and NIST usability standards. * Attention to detail and a commitment to high-quality results. : Security Requirement * This position requires National Agency Check (NACI) background clearance. * A background investigation will be conducted to authorize a basic public trust clearance.
