About the Role:

As a public safety communications specialist within NYSTEC’s technology strategy practice area, you will collaborate with team members to conceptualize, deliver, and support the modern internet-based communications technology that our clients, partners, and professions need to succeed. The ideal candidate should have a diversity of strengths associated in supporting state, local, and city government clients with their growing need for enterprise technology solutions.

Serving as a public safety communications specialist, your day-to-day role as a NYSTEC consultant will be to research, collaborate, and contribute to identifying potential technology solutions starting with the initial client engagement. From there, you will progress through the service lifecycle by soliciting the client requirements, assessing the client’s current state, developing recommendations, developing notional design solutions, implementation oversight, validation and deployment of end-to-end solutions that meet customer requirements. You will perform post-launch technical activities such as assisting the implementation vendor(s) with troubleshooting, operations review, ongoing service development/optimization.

As a per diem consultant, you will work on an as-needed basis, based on business needs, not to exceed 30 hours per week.

Key Responsibilities
  • Conduct design work for public safety telecommunications systems, land mobile radio, and microwaves, for public safety.
  • Coordinate public safety communications needs assessments, including requirements gathering from first responders and NYSTEC clients, and analysis of design options.
  • Manage the site-specific requirements gathering and approval process, construction managers and inspectors performing quality assurance including PSAP and emergency site acquisition, and construction management activities.
  • Conceptualize the initial design approach and/or have overall responsibility for the engineering work to include the specifications and design, project scope, and detailed project plans for dispatch and remote communications facilities.
  • Lead and participate in the development of reports, analyses, and presentations.
  • Remain current on industry, policy, funding, and legislative changes related to 911, and assess the impact to clients.
  • Share technical knowledge and expertise with peers—exchange ideas, concepts, and processes that create a strong team approach to problem solving and client solutions.
About You:Required Qualifications
  • Advanced practical experience in IP-based and wireless technologies in the public safety environment.
  • Advanced practical experience in the application of technical standards to actual product features and functions.
  • Knowledge of federal, state, and local agency activities related to public safety dispatch operations and 911 call taking.
  • Minimum 15 years of experience in communications in the public safety environment.
  • Experience in designing and managing emergency dispatch and communications systems.
  • Proficient with Microsoft Office Suite.
  • Comprehensive knowledge of technical standards that apply to the concepts (e.g., system of systems, Interoperable solutions, NG911, and FirstNet).
  • For this role, travel is required at least 25% of the time.
Preferred/Desired Qualifications
  • ITIL and other industry technical certifications.
  • Strong interpersonal skills and customer experience (CX) work.
  • RFP development in the technical space.
Education and Experience
  • Minimum of a bachelor’s degree with at least 15 years of relevant experience. Equivalent combination of advanced education, training, and experience will be considered.

The target hourly rate for this position is $50 - $85 per hour. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications.
