Job Description

DMS is seeking a Program Manager (PM) / Instructional Systems Design (ISD) Training Instructor who will be responsible for managing training program activities while developing and delivering high-quality instructor-led and virtual training. The position requires demonstrated expertise in instructional design, curriculum development, adult-learning methodologies, and training delivery within Defense and/or healthcare environments.

Responsibilities

  • Serve as the primary Program Manager responsible for the overall management and coordination of training program activities.
  • Develop, update, and maintain training curricula, lesson plans, instructor guides, student materials, assessments, and related instructional products.
  • Apply Instructional Systems Design (ISD) principles and established methodologies, including ADDIE, throughout the training-development lifecycle.
  • Develop and deliver effective in-person/instructor-led training (ILT) for adult learners.
  • Develop and deliver virtual instructor-led training (VILT) and hybrid training using Microsoft Teams or comparable platforms.
  • Use virtual engagement tools such as chat, polls, whiteboards, screen sharing, breakout rooms, Q&A, and collaborative activities to promote learner participation.
  • Apply adult-learning principles and instructional strategies to support knowledge retention, comprehension, and practical application.
  • Conduct training needs assessments and collaborate with subject matter experts (SMEs) to establish learning objectives and course requirements.
  • Translate technical, operational, and program requirements into clear and effective instructional content.
  • Evaluate training effectiveness through assessments, learner feedback, performance observations, and other appropriate measures.
  • Coordinate instructors, schedules, training materials, logistics, and stakeholder communications.
  • Monitor training quality and identify opportunities for continuous improvement.
  • Ensure training products and delivery methods remain aligned with customer and program requirements.
  • Provide program leadership, operational oversight, and continuity during the performance period.
  • Serve as the designated decision-maker for assigned program activities and responsibilities.
  • Coordinate with government/customer representatives and other stakeholders to resolve training and program issues.
  • Ensure the designated alternate is sufficiently informed and prepared to assume PM responsibilities during periods of PM absence.

Required Skills & Experience

  • 57 years of experience developing and delivering training.
  • Experience in Defense and/or healthcare training environments.
  • Demonstrated experience with:

  • Relevant instructional design, training, facilitation, or program management certifications.
  • Experience supporting federal, Department of Defense, healthcare, or other highly regulated environments.
  • Experience developing training for technical, operational, or professional audiences.
  • Experience managing multiple training courses, instructors, schedules, and deliverables.
  • Experience with blended learning and other technology-enabled training methodologies.
