Job description

This Supervisory Software Project Manager position supports the Department of Homeland Security (DHS), Customs and Border Protection (CBP) in the area of Support Services. The mission-critical program provides comprehensive training, safety, standards, curriculum development, and technical modernization services to ensure national border security agents can operate safely and effectively. 

Our specialized web application is the central hub for AMO flight records, safety tools, and online training [5]. As the Software Project Manager, you lead the technical team responsible for upgrading, securing, and modernizing this portal, directly supporting the digital backbone of national border aviation. 
 

  • Location: Remote or Oklahoma City, OK 

  • Status: Full-Time / Contingent Upon Contract Award

You are the crucial bridge between technical software development and strategic mission execution [8, 11]. You speak the language of code, database architecture, and DevSecOps, but you also possess the business acumen and emotional intelligence to manage client expectations and steer a technical team. You thrive in Agile environments, removing development roadblocks and fostering a collaborative, highly productive team culture. 

What You'll Do (Key Responsibilities)

  • Drive Software Delivery: Oversee the end-to-end planning, execution, and deployment of updates and enhancements to the critical tracking and reporting web portal. 

  • Agile Orchestration: Facilitate sprints, backlog refinement, standups, and retrospective reviews for the software development team. 

  • Mitigate Risk: Identify software-specific project risks, security vulnerabilities, and deployment hurdles, designing swift, effective mitigation plans. 

  • Client Alignment: Align technical roadmaps with CBP/AMO strategic objectives, providing regular updates to the software technical lead and stakeholders. 

What You Bring (Qualifications) 

  • Experience: Minimum of 3 years of software development program or software project management experience. 

  • Methodologies: Deep expertise in Agile/Scrum and DevSecOps frameworks, with proficiency in tracking tools such as JIRA and Confluence. 

  • Education: Bachelor’s degree preferred. 

  • Clearance: Ability to obtain and maintain a federal background suitability check.
