ABOUT THE ROLE
The Programmer Analyst position within Information Technology (IT) will develop, implement, and maintain technology processes supporting our client's Data Analytics department. This role provides expertise in the research and conceptualization of new programming and automation initiatives for the agency.
The Programmer Analyst coordinates with the Data Analytics team and IT department to ensure technical processes reflect departmental and organizational priorities and requirements. This position also performs business and data analysis to deliver data and analytics capabilities across the organization.
Location: Hybrid - Remote / Onsite in Chicago, IL
Citizen Status: U.S. Citizenship or Green Card Required

KEY RESPONSIBILITIES
This position performs hands-on coding and configuration work using an ever-evolving technology toolset.
  • Works with the Data Analytics group to identify methods that allow for maintenance, enhancement, and automation of existing capabilities.
  • Conducts thorough problem analysis of departmental technical systems and application programs.
  • Documents findings and proposes problem resolution alternatives.
  • Builds front-end web interfaces for sharing and visualizing analytic output.
  • Reviews all programs prior to implementation to verify consistency and conformance with established departmental guidelines, policies, and practices, as well as industry standards and guidelines.
  • Maintains current working knowledge of all application systems and technologies.
  • Resolves help desk tickets.

TECHNICAL PROJECT LIAISON RESPONSIBILITIES
Serves as a technical project liaison with various departments on behalf of the Data Analytics department.
  • Provides technical expertise and serves as a subject matter expert on Data Analytics project needs and goals.
  • Assists in the creation and automation of Data Analytics capabilities to support project efforts.
  • Provides assistance to Data Analytics group members with data sourcing, transformation, and modeling activities.

  • Being a self-directed technologist with no organizational peers performing exactly the same job.
  • Communicating technical challenges or constraints to individuals who may be less knowledgeable in the technical area.

MINIMUM QUALIFICATIONS
Bachelor's degree in Computer Science, Economics, Business, Statistics, Mathematics, Operations Research, Industrial Engineering, Quantitative Analysis, or a related field, plus three (3) years of hands-on technical development experience and/or programming and systems design, or an equivalent combination of education and experience relating to this position.
EXPERIENCE REQUIRED (MUST MEET ALL)
  • Detailed knowledge of systems development concepts, lifecycles, and methodologies.
  • Detailed knowledge of data management/SQL concepts, lifecycles, and methodologies.
  • Detailed knowledge of relevant programming languages, such as Python, Java, PHP, HTML, JavaScript, CSS, PL/SQL, R, Ruby, C#, C++, etc.
  • Detailed knowledge of relational database design.
  • Detailed knowledge of a range of RDBMS query languages, including PostgreSQL, Oracle, SQL Server, etc.
  • Working knowledge of machine learning processes and common algorithms.
  • Working knowledge of physical, logical, and conceptual data model design.
  • Working knowledge of structured programming principles.
  • Working knowledge of methods and practices in system implementation, industry-standard testing, database administration, and user training.
  • Working knowledge of a Business Intelligence technical stack preferred.
