This role combines technical project management, analytics leadership, stakeholder engagement, and systems oversight. The manager will guide the development of modern data platforms and products, support automation and advanced visualization, promote predictive and proactive decision-making, and ensure projects are delivered on time, within scope, and with high quality.

Key Responsibilities
  • Manage delivery of data and analytics projects, including dashboards, data products, reports, documentation, platform enhancements, and system upgrades.
  • Develop and maintain project plans, resource plans, deliverable schedules, and risk and issue logs.
  • Advise clients and stakeholders on priorities, tradeoffs, resource needs, and delivery timelines.
  • Serve as the primary technical liaison for data, analytics, and reporting initiatives.
  • Lead requirements-gathering sessions, present findings, and review deliverables with senior stakeholders.
  • Translate business, operational, and policy questions into effective analytical approaches and data products.
  • Oversee the design and deployment of Tableau and/or Power BI dashboards that provide actionable insights and support self-service analytics.
  • Lead scalable data preparation, integration, and automation efforts using tools such as SQL, R, Python, Tableau Prep, ETL/ELT tools, and Databricks.
  • Guide the use of statistical methods, modeling techniques, geospatial analysis, and advanced visualization to answer complex program questions.
  • Validate models, metrics, and analytical approaches to ensure accuracy and relevance.
  • Foster innovation by piloting new tools, modernizing workflows, and promoting continuous improvement.
  • Lead and mentor a geographically distributed team of senior analysts and data scientists.
  • Provide technical direction, performance guidance, and support for staff development.
  • Promote strong practices in data intake, validation, analysis, visualization, documentation, and dissemination.
  • Ensure rigorous quality assurance for dashboards, datasets, reports, and technical documentation.
  • Oversee metadata, data dictionaries, and reference documentation to support data governance, transparency, and reuse.
  • Coordinate recurring leadership reporting, cross-program analyses, and urgent or ad hoc data requests.
  • Stay current on emerging analytics, visualization, and data platform tools and recommend adoption where appropriate.
Required Education

Bachelor's degree in a technical, quantitative, or related field, such as Data Science, Statistics, Computer Science, Information Systems, Mathematics, Economics, or Public Policy with a quantitative focus.

Required Qualifications
  • 5+ years of experience interpreting and analyzing quantitative and qualitative data in complex environments.
  • 3+ years managing data, analytics, business intelligence, product, or technical projects; Agile or iterative delivery experience preferred.
  • 3+ years of supervisory, team lead, project management, program management, or product management experience.
  • Proven ability to manage multiple concurrent projects in a fast-paced environment.
  • Strong written and verbal communication skills for both technical and non-technical audiences.
  • Ability to work independently and collaboratively with remote, cross-functional teams.
  • U.S. Citizenship and ability to obtain and maintain a Public Trust clearance.
Technical Skills
  • Advanced SQL and proficiency in at least one scripting or statistical language, such as R or Python.
  • Deep Tableau experience required; Power BI experience preferred.
  • Experience designing and deploying interactive dashboards and self-service analytics solutions.
  • Strong understanding of relational and non-relational databases and modern data modeling.
  • Experience with Databricks.
  • Applied experience with statistical analysis and modeling in policy, program, or operational decision-support settings.
  • Experience with ETL/ELT, data preparation, and production or enterprise data workflows.
  • Experience with geospatial data, mapping, or spatial analysis preferred.
  • Proficiency with Agile collaboration and tracking tools such as Jira and Confluence.
  • Familiarity with cloud environments, including AWS, preferred.
Preferred Qualifications
  • Experience supporting federal programs, especially programs involving refugee, immigrant, or social service populations.
