Job description

Compile data and complete analysis for all aspects of natural gas pipeline, utility, gas, and electric regulatory functions, in accordance with federal and state regulations.  Prepare and present information with minimal direction for internal decision making and filings with the Federal Energy Regulatory Commission (FERC) and State Regulatory Commissions (collectively, Commissions). Responsible for placing safety as #1 priority in day-to-day work routine for self and others.

Energize your career and join Intermountain Gas Company as an Accounting Regulatory Analyst! The Regulatory team works with internal and external stakeholders to develop collaborative solutions for our business and ensures regulatory compliance for our operations. We are looking for an analytical individual to analyze and compile data for regulatory filings and internal reporting. You will also be responsible for creating, updating, and maintaining tariffs filed with the public utilities commission, developing consensus with internal and external stakeholder groups, and researching and developing innovative ratemaking solutions.

This position can be located in Boise, ID or Kennewick, WA. Remote work within the MDU Utilities Group service territories may be considered.

MINIMUM QUALIFICATIONS

Level I: ($57,110 - $71,390)

  • Must possess a working knowledge of business principles and theory at a level normally acquired through the completion of a Bachelor’s degree in accounting, finance, economics, business, engineering, or related field.

Level II: ($63,860 - $79,830)

  • Must possess a working knowledge of business principles and theory at a level normally acquired through the completion of a Bachelor’s degree in accounting, finance, economics, business, engineering, or related field.
  • Two years’ experience as a Regulatory Analyst I or equivalent experience in rates and regulations of public utility or natural gas pipeline industry or related field.

Level III: ($73,460 - $91,830)

  • Must possess a working knowledge of business principles and theory at a level normally acquired through the completion of a Bachelor’s degree in accounting, finance, economics, business, engineering, or related field.
  • Four years regulatory or related experience.

Level IV: ($84,460 - $105,570)

  • Must possess a working knowledge of business principles and theory at a level normally acquired through the completion of a Bachelor’s degree in accounting, finance, economics, business, engineering, or related field.
  • Six years’ experience in accounting, finance/business, or engineering with at least five years regulatory related.
OTHER REQUIREMENTS
  • Must take all measures necessary to protect networks, devices, programs and data from cyber-attack, damage or unauthorized access.
  • Must be legally authorized to work in the United States, no sponsorships considered.
  • Subject to pre-employment drug testing and background checks.
  • May be required to maintain a valid driver’s license.
PREFERRED QUALIFICATIONS
  • CPA or MBA with a degree in accounting, economics, finance, engineering, or related field.
  • Prior analytical or accounting experience.
  • Experience with energy economics, conservation and energy efficiency programs, or economic regulation of public utilities.
JOB RESPONSIBILITIES
  • Prepares rate case components which may include revenue requirement, weather normalization, cost of service data and marginal and embedded class cost of service studies, and rate design for internal use and for filing with the Federal Energy Regulatory Commission (FERC) and various state regulatory commissions (collectively, Commissions).  Analyze and interpret company financial and statistical data used in all studies. 
  • Develops, analyzes and researches rate policies, including new innovative scenarios. Assists in the development of rate strategies and the design that will optimize company profitability.
  • Assists with the preparation and presentation of expert testimony before the Commissions and legislative bodies.
  • Prepares responses to data requests related to all filings before Commission(s). Coordinates data request response filings.
  • Researches and communicates the proper interpretation of rates, rules, and terms and conditions of service to company personnel including written and verbal communications.
  • Performs other tasks and special projects as assigned.
