Position Overview

The Division of Family & Community Services is seeking to hire an energetic and detail-oriented individual to serve as a Grants Specialist, organizing, reviewing, reconciling, and auditing financial statements and complex reports from Bureau program providers for the Office of Family Wellness in Sangamon County. Under administrative direction of the Maternal Child Health Programs Manager, independently performs complex accounting and auditing functions for the Bureau of Maternal Child Health programs including the Better Birth Outcomes Comprehensive and Navigation, Illinois Perinatal Quality Collaborative and Family Connects. Reviews, audits, and reconciles complex statements and reports, enters contract obligations, voucher payments and expenditure documentation into the FCS SharePoint system. Reconciles Bureau grant funds including, but not limited to, General Revenue and Social Services Block Grant. Reviews spending plan contract balances and extracts SAP HANA reports to assist in reviewing historic data and forecasting future spending trends in contracts.

Essential Functions
  • Serves as a Grants Specialist. 
  • Provides on-site/remote training with provider fiscal staff regarding fiscal documentation required for grant compliance.
  • Reviews spending plan contract balances, extracts SAP HANA reports to assist in reviewing and monitoring historic data and forecasting anticipated future spending trends across grants and administration contacts.
  • Participates in Notice of Funding Opportunity (NOFO) processes for upcoming fiscal years.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program
Specialized Skills
  • Of the one (1) year of required experience, requires one (1) year of professional experience creating, revising, and utilizing complex spreadsheets including pivot tables and advanced formulas using contract development and execution software programs and spreadsheet applications such as Microsoft Excel.
Preferred Qualifications
  • One (1) year of professional experience creating, revising, and utilizing complex spreadsheets including pivot tables and advanced formulas using contract development and execution software programs and spreadsheet applications such as Microsoft Excel.
  • Two (2) years professional experience reviewing and analyzing programmatic, fiscal, and operational written and statistical reports to ensure compliance, inform decision-making, and improve performance.
  • Two (2) years of professional experience providing fiscal and/or grant compliance training within a public or private organization.
  • Two (2) years of professional experience participating in Notice of Funding Opportunity (NOFO) processes for a public or private organization, including preparing Procurement Business Cases (PBC)s, Contract Adjustment and Approval Forms (CAAFs), contracts and overseeing grantee budgets.
  • Two (2) years of professional experience working with the Grants Accountability and Transparency Act (GATA).
Conditions of Employment
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to work outside of normal business hours.
