Position Overview

We are supporting our client in identifying a Senior Technical Writer to lead RFP, RFI, and related proposal documentation for a Navy-focused federal marketing and advertising program. The Senior Technical Writer will work closely with capture and proposal leadership, program stakeholders, subject matter experts, teaming partners, and client-facing stakeholders to produce clear, compliant, evaluator-focused documentation.

Our client is a leading woman-owned media and advertising agency that supports integrated media, creative, analytics, and marketing technology programs for complex clients. The client name will be shared later in the recruiting process.

The strongest match is an experienced federal proposal writer who can lead structure and content development while translating complex inputs from web/application, cybersecurity, CRM, lead management, contact center, fulfillment, field marketing, and digital prospecting SMEs. Direct Navy or DoD subject matter expertise is helpful, but the core requirement is strong federal proposal leadership and the ability to make complex inputs readable and responsive.

Summary Requirements

· Lead writing and editing workstreams for RFP, RFI, subcontractor capability, and related proposal documents supporting the Navy Marketing & Advertising Program.

· Interpret solicitation language, RFI/RFP instructions, performance requirements, evaluation factors, and compliance requirements; convert them into clear document plans and response outlines.

· Write and edit technical, management, staffing, quality, compliance, past performance, case study, and executive summary content across technical and operational workstreams.

· Keep proposal teams aligned through annotated outlines, compliance matrices, content plans, review cycles, comment adjudication, version control, and final quality checks.

Key Responsibilities

· Serve as the lead writer and editor for assigned RFP/RFI, subcontractor response, and program documentation efforts; provide day-to-day direction and quality review for junior writers, coordinators, and contributors.

· Lead planning, development, editing, and production of proposal volumes, RFI responses, capability narratives, technical approaches, management approaches, resumes, past performance materials, case studies, plans, reports, briefings, and other program artifacts.

· Analyze solicitation instructions, performance work statement requirements, evaluation criteria, page limits, formatting rules, compliance requirements, and response templates to ensure documents are complete and responsive.

· Develop and maintain annotated outlines, compliance matrices, style guides, section templates, content trackers, review packages, reusable content, acronym lists, and content libraries.

· Facilitate interviews and working sessions with SMEs and teaming partners across websites and applications, cybersecurity, CRM/Salesforce, lead tracking, dashboards, APIs, call center/SMS, electronic fulfillment, field events, lead nurturing, digital prospecting, pricing, staffing, and operations.

· Write and edit clear, accurate, persuasive content aligned with win themes, differentiators, evaluation factors, program outcomes, and customer requirements.

· Translate technical and operational inputs into plain-language proposal content without overstating qualifications or changing the meaning of SME contributions.

· Incorporate graphics, tables, callout text, references, workflow descriptions, compliance language, and other visual elements that help evaluators understand the proposed approach.

· Manage document schedules, review cycles, version control, comment adjudication, quality checks, and final production steps to support on-time delivery.

· Coordinate with capture, proposal, technical, operations, pricing, staffing, and partner teams to resolve content gaps and keep sections moving.

· Ensure documents meet applicable confidentiality, governance, records management, information protection, and proposal-sensitive handling requirements.

· Support lessons learned, content archiving, content-library improvements, and process improvements after submissions or major deliverables.

Must-Have Qualifications

· BA or BS degree in Technical Writing, English, Communications, Journalism, Business, Public Policy, Information Systems, or a related field. Relevant professional writing experience may be considered in place of a degree if permitted by proposal requirements.

· 10+ years of technical writing, editing, proposal writing, or federal proposal/program documentation experience, including experience supporting complex federal solicitations, RFIs, task order responses, or contract deliverables.

· Demonstrated experience serving as a lead writer, senior editor, volume lead, proposal content lead, or comparable role responsible for organizing inputs and producing compliant response content.

· Strong understanding of federal proposal development, including solicitation instructions, evaluation factors, compliance matrices, annotated outlines, review cycles, technical and management volumes, staffing narratives, resumes, and past performance materials.

· Ability to interview technical and operational SMEs and translate complex inputs into clear content for executive, evaluator, customer, partner, and program audiences.

· Ability to understand and write about program content at a proposal level, including websites/applications, CRM/data, cybersecurity and data protection concepts, lead tracking, recruiting or marketing operations, contact center operations, analytics, fulfillment, field events, and business processes.

· Exceptional writing, editing, interviewing, organization, deadline management, comment adjudication, quality-control, and collaboration skills.

· Proficiency with Microsoft Word, PowerPoint, Excel, SharePoint/Teams, Adobe Acrobat, and document collaboration/version-control workflows.

· Ability to handle sensitive or proposal-confidential information appropriately and work effectively in a remote, fast-moving proposal environment.

· U.S. citizenship.

Preferred Qualifications

· MA or MS degree in Technical Writing, English, Communications, Business, Public Policy, Information Systems, or a related field.

· Experience supporting Navy, DoD, federal marketing, recruiting, advertising, lead generation, public-sector communications, or government subcontractor proposal efforts.

· Experience writing or editing RFP/RFI responses involving website/application operations and maintenance, AWS GovCloud, Drupal, AI-enabled search, accessibility requirements, Salesforce or other CRM systems, dashboards, APIs, NALTS-like lead tracking systems, and data synchronization.

· Familiarity with DoD/DON cybersecurity and compliance terminology such as RMF, ATO acquisition and sustainment, FedRAMP, DADMS, NIST SP 800-53, SSP, POA&M, SAR, continuous monitoring, patch management, PKI/CAC/ECA, and security remediation.

· Experience writing content for contact center/SMS programs, lead collection and qualification, electronic fulfillment, field event marketing, STEM/mobile experiential activations, digital prospecting, lead nurturing, recruiter-ready leads, and re-engagement of stale leads.

· Experience developing quality assurance and compliance approaches involving PII handling, TCPA, call recording or transcription retention, SOPs, workforce training, data quality, validation, accessibility, and government data-protection requirements.

· Experience developing document templates, style guides, reusable content libraries, glossary/acronym lists, proposal schedules, quality-control checklists, and final production packages.

· Ability to coach junior writers, organize SME inputs, maintain quality under tight deadlines, and keep review teams moving without slowing the proposal process.

· Familiarity with APMP practices, color team reviews, oral presentation materials, capture support, recompetes, task order responses, and post-award program documentation.
