Job Description:

The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Permanent Information Systems Specialist 8 position. This position will have the potential of up to 2 days per week of remote work upon successful completion of trial service. During trial service, this position will be fully in-office.

Summary of Job Duties:

In this position, you will provide high-level technical software application architecture, .NET/C# software development and integration, and business analysis to support and develop software solutions for agency business units. You will conceptualize, design, develop, test, and implement software solutions using primarily Microsoft .NET / C# technologies, establishing and maintaining IT standards, applying security and policies, and performing technical analysis in support of agency-wide programs including Application Architecture, Configuration Management, Security, and Lifecycle Application Development. At management's direction, you will contribute to IT Strategic Planning, Business Continuity Planning, and Disaster Recovery as they relate to the software application portfolio. In this position, you will also be responsible for software that includes mission-critical public safety, financial, and other business applications. You will analyze technology trends and collaborate with other IT subject matter experts (including Infrastructure and Service Desk) to make recommendations for software and hardware that meet Agency business and security needs.

Minimum Qualifications/Eligibility Requirements:

(a) Seven (7) years of information systems experience in:

  • Gathering and documenting business requirements.

  • Writing detailed technical documentation and software specifications.

  • Working with vendors to support complex software solutions.

  • Designing, developing, maintaining, and administering software utilizing C#, ASP.NET, and MSSQL.

OR

(b) An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND 5 years of information systems experience in:

  • Gathering and documenting business requirements.

  • Writing detailed technical documentation and software specifications.

  • Working with vendors to support complex software solutions.

  • Designing, developing, maintaining, and administering software utilizing C#, ASP.NET, and MSSQL;

OR

(c) A Bachelor's degree in Information Technology, Computer Science, or related field

AND three (3) years of information systems experience in:

  • Gathering and documenting business requirements.

  • Writing detailed technical documentation and software specifications.

  • Working with vendors to support complex software solutions.

  • Designing, developing, maintaining, and administering software utilizing C#, ASP.NET, and MSSQL;

OR

(d) Master's degree in Information Technology, Computer Science, or related field

AND one (1) year of information systems experience in:

  • Gathering and documenting business requirements.

  • Writing detailed technical documentation and software specifications.

  • Working with vendors to support complex software solutions.

  • Designing, developing, maintaining, and administering software utilizing C#, ASP.NET, and MSSQL.

Preferred Skills:

  • Professional .NET / C# Application Development Experience: Demonstrated recent, hands-on experience designing, developing, testing, and deploying production applications using Microsoft .NET (preferably .NET 6 or later) and C# to include MVC, Blazor, Entity Framework and MSSQL.

  • Business Analysis & Requirements Translation: Proven ability to perform business analysis by gathering, analyzing, documenting, and validating functional and non-functional requirements from stakeholders, then translating those requirements into clear technical designs, user stories, data models, and system specifications.

  • Complex System Integration & API Development: Experience designing and implementing integrations between multiple systems (internal applications, databases, external partners, or vendor solutions) using APIs, web services, messaging, or similar approaches.

  • Production Support & Problem Resolution for Mission-Critical Applications: Experience diagnosing and resolving complex production issues in live environments, including troubleshooting .NET applications, databases, and integrations under time pressure while minimizing business impact.

  • Modern Software Development Practices & Collaboration: Experience applying modern development practices such as source control, CI/CD pipelines, unit/integration testing, code reviews, and Agile or hybrid methodologies in a team environment.
