The Opportunity

At i360technologies, we specialize in business consulting and technology services for federal agencies. We are seeking a Change Management Lead to be responsible for developing and executing organizational readiness, stakeholder engagement, communications, and adoption strategies supporting a large-scale federal financial modernization initiative.

This role supports planning for Additional Operating Capabilities (AOC) and agency migration efforts and ensures workforce readiness within a highly regulated federal environment. The Change Management Lead works across multiple bureaus and serviced agencies to ensure structured, compliant, and sustainable transition to the client's Core Financial System.

What You Will Do

  • Conduct organizational readiness assessments across all serviced agencies.
  • Perform stakeholder impact analyses to assess workforce, operational, and compliance impacts; identify change risks and resistance factors.
  • Develop structured change mitigation plans; support migration readiness evaluations aligned with program milestones.
  • Develop executive-level and workforce communication strategies; facilitate stakeholder engagement workshops.
  • Prepare communication materials aligned to federal governance standards; support cross-agency collaboration and alignment.
  • Develop training strategies aligned with federal financial and cybersecurity compliance requirements.
  • Coordinate user readiness activities in support of migration planning; support Security Rules of Behavior awareness integration.
  • Ensure training plans incorporate privacy and cybersecurity awareness requirements.
  • Develop sustainment and adoption reinforcement plans; support workforce transition planning, operational continuity, and documentation of organizational change impacts for audit and compliance purposes.

Required Qualifications

  • Minimum five (5) years of experience leading federal transformation or modernization initiatives.
  • Experience supporting organizational change in regulated federal environments.
  • Demonstrated experience conducting readiness assessments and stakeholder impact analyses.
  • Strong executive-level communication and facilitation skills.
  • Experience working with cross-agency federal stakeholders.

Preferred Experience

  • Prosci or ACMP certification.
  • Experience supporting CFO Act agencies.
  • Experience supporting enterprise IT modernization initiatives.

  • Eligibility to obtain and maintain an HSPD-12 Personal Identity Verification (PIV) credential
  • Execution of a Non-Disclosure Agreement (NDA)
  • Compliance with Bureau of the Fiscal Service Security Rules of Behavior
  • Completion of required cybersecurity and privacy awareness training
  • Work must be performed within the United States (remote access from foreign locations is not permitted)
