Position Overview:

The Department of Healthcare and Family Services, Division, Bureau of Rate Development and Analysis is seeking to hire a detail-oriented manager to lead the Special Payment Control Unit.

The ideal candidate will have excellent organizational skills, a strong accounting or bookkeeping background and the ability to perform in a fast-paced environment.

Essential Functions
  • Subject to management approval, serves as the Medical Accounts Receivable and Collection Manager by planning, directing and evaluating the statewide Medical Accounts Receivable and Collection Programs
  • Serves as working supervisor
  • Directs the implementation of policy
  • Plans and directs the execution of administrative reviews to determine the need for new or revised policy statements and for the implementation of a unique payment reimbursement system
  • Creates invoices and receivables from Recipient Eligibility Verification (REV) vendor program, invoicing vendors and processing hard copy payments
  • Plans and directs the collection management process statewide
  • Serves as spokesperson representing the Department
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Requirements
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Special Skills
  • Requires two (2) years of experience working with large account receivable and/or collection programs.
  • Requires two (2) years of experience constructing, analyzing and utilizing complex spreadsheets and databases pertaining to accounts receivables and debt collection.
  • Requires two (2) years of experience working with the advance payment process and collections as they relate to Public Aid Accounting System (PAAS) and System Applications and Products (SAP) system.
  • Requires two (2) years of experience working with the Recipient Eligibility Verification vendor access program.
  • Requires two (2) years of experience working with the State Collection Act Accounts Receivable (SCAAR) reporting as it relates to Medical Accounts Receivable.
Preferred Qualifications
  • Minimum of two (2) years of experience working with large account receivable and/or collection programs.
  • Minimum of two (2) years of experience constructing, analyzing and utilizing complex spreadsheets and databases pertaining to accounts receivables and debt collection.
  • Minimum of two (2) years of experience working with the advance payment process and collections as they relate to a Public Aid Accounting System (PAAS), System Applications and Products (SAP) system or similar system.
  • Minimum of two (2) years of experience working with a Recipient Eligibility Verification vendor access program.
  • Minimum of two (2) years of experience working with State Collection Act Accounts Receivable (SCAAR) reporting as it relates to Medical Accounts Receivable.
  • Minimum of two (2) years of experience working with public and business administration, principles and practices.
  • Minimum of two (2) years of experience exercising judgment and discretion in developing, implementing and interpreting policies and procedures for a public or private organization.
  • Minimum of two (2) years of experience analyzing administrative problems and adopting an effective course of action.
Conditions of Employment
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires the ability to utilize and maintain state issued equipment such as a laptop.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
